SENIOR CIVIL ENGINEER MANAGER

DEFINITION:

This is professional managerial civil engineering work.

An employee in this job plans, directs, and administers the activities of a central office engineering bureau division, district-wide activities for a major civil engineering program such as highway bridge, design services, construction support services, maintenance programs, highway plans, or lead construction, or serves as the design portfolio manager for a highway Engineering District; or as a division chief in a hydraulic engineering or civil structural engineering environment; or manages a specialized phase of a statewide construction or maintenance program. An employee in this job may also supervise and administer a program for the maintenance of highways and bridges in a large, county highway maintenance organization. In a county highway maintenance organization, work is distinguished from the lower level by the county maintenance organization’s related complexity and frequency of maintenance problems, as measured by its linear and lane mileage, traffic volume, field personnel complement, routine budget and other factors. Assignments are received in broad outline and employees proceed with independence in working out the details and organization necessary to effect an efficient program. Duties include the formulation of technical policies within the assigned area of responsibility. Supervision is exercised over a staff of professional and/or technical employees and involves planning and organizing work; assigning work; and determining work performance standards for attainment of goals and objectives by an appropriate manager.

In a bridge engineering environment, directs division staff who are involved in the quality assurance for bridge design for assigned regions.

In a bridge engineering environment, establishes and maintains statewide standards and quality assurance controls for the development and implementation of the bridge management system.

In a transportation engineering environment, develops and maintains an engineering system plan incorporating the operational and informational requirements of organizations under the Deputy Secretary for Highway Administration.

In a transportation engineering environment, establishes and maintains statewide standards and quality assurance controls for the development and implementation of the roadway management system.

In a transportation engineering environment, directs statewide highway maintenance activities associated with quality assurance, data control and analysis, systems enhancement, program services and policy criteria and resource development from the DOT Central Office.

Administers all activities related to construction contracting for DCNR and manages the statewide annual construction budget.

Serves as the Department’s expert witness on engineering matters.

Travels to field sites in remote locations.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES:

Knowledge of the engineering principles and practices applied in the planning, location, design, and construction of civil engineering projects.

Knowledge of the principles, methods, and techniques of construction cost estimating.

Knowledge of the characteristics and properties of natural and manufactured materials used in construction.

Knowledge of basic chemistry and physics.

Knowledge of calculus through differential equations.

Knowledge of authoritative reference works in the general field of civil engineering.

Knowledge of soil mechanics, design and testing.

Knowledge of the principles and practices applicable to the design and construction of bridges, concrete structures, steel structures, pre-stressed and reinforced concrete structures, and foundations.

Knowledge of the principles and practices applicable to the testing of materials and assemblies used in the construction of bridges and other structures.

Knowledge of the principles of civil engineering pertaining to the development of drawings and specifications for components of such hydraulic structures as dams, weirs, and similar structures.

Skill in the operation of all standard surveying instruments.

Skill in reading and interpreting drawings and specifications and codes used in the design or construction of buildings and related structures.

Ability to manage the work of a large staff of professional, technical, clerical, and trades employees.

Ability to interpret soil profiles, maps, and construction plans.

Ability to perform all the algebraic and trigonometric computations applied to engineering surveying and design operations.

Ability to prepare, interpret, and utilize civil engineering plans, maps, specifications, and reports.

Ability to speak effectively in public.

Ability to establish and maintain effective working relationship with associates, consultants, public officials, and contractor employees.

Ability to travel to field sites in remote locations.

MINIMUM EXPERIENCE AND TRAINING:

Five years of professional civil engineering experience including two years of experience in directing the work of civil engineers.

NECESSARY SPECIAL REQUIREMENT:

Possession of a valid Professional Engineer license issued by the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists.

CONDITION OF EMPLOYMENT:

Certain positions in this class will require possession of a valid driver’s license.
