DIRECTOR, BUREAU OF FACILITY DESIGN AND CONSTRUCTION, DCNR

DEFINITION: This is professional managerial work directing the activities of the Bureau of Facility Design and Construction in the Department of Conservation and Natural Resources.

The employee in this job directs, through subordinate managers, the activities of a multi-disciplinary professional, technical, and clerical staff engaged in a variety of duties involving facility design and construction. Work involves planning, developing, implementing, coordinating, and evaluating engineering design, environmentally sustainable building design, landscape design, architectural design, construction management, contract management, regulatory bridge and dam inspection surveying, and land records, vacant lands program and land management programs. Work also involves developing and implementing facility design and maintenance programs to promote the use of sustainable building practices and materials; performing strategic planning to determine goals, objectives, and priorities for the facility design and construction program; developing and implementing rules, regulations, policies, procedures, standards, and guidelines to manage program activities; and developing and preparing budgetary requests. The employee in this job serves as the agency lead for implementing alternative energy and conservation projects in DCNR facilities. Work is assigned in the form of broad goals and objectives, and the employee exercises considerable independent judgment in determining specific goals, objectives, and program priorities. Work is reviewed upon completion by the Deputy Secretary for Conservation and Engineering Services through reports and conferences for attainment of goals and objectives and overall program quality.

EXAMPLES OF WORK: Directs, through subordinate managers, the planning, development, implementation, coordination, and evaluation of the facility design and construction program.

Recommends facility design and construction projects, including cost estimates.

Prepares budget requests for the design and construction of facilities and manages a large design and construction budget.

Reviews and recommends large scale capital budget projects for delegation from the Department of General Services to DCNR and assumes responsibility for delegated projects.

Coordinates the preparation, submission, and obtainment of all required construction permits.

Coordinates the obtainment of all regulatory approvals with appropriate state and federal agencies.

Directs the preparation, submission, and processing of specifications, drawings, and other required documents to contract for construction work.

Directs administrative staff responsible for construction contracting, construction budget, and professional consultant agreements.

Reviews and analyzes activity reports to determine work being performed, program trends, and program effectiveness.

Provides direction on issues related to unconventional or innovative engineering and energy source technologies.

Represents the bureau or deputate in dealings with government officials, consulting firm personnel, special interest groups, advisory groups, committees, and the public.

Develops and delivers speeches and presentations to special interest groups, legislators, the media, and the public on bureau programs.

Performs the full range of supervisory duties.

The employee in this job may participate in the performance of their subordinates’ work consistent with operational or organizational requirements.

Performs other related duties.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and practices of civil engineering, building architecture, landscape architecture, and surveying.

Knowledge of the basic principles, practices, methods, techniques, tools, and equipment used in the plumbing, electrical, mechanical, general construction, and building trades.

Knowledge of infrastructure design and maintenance practices.

Knowledge of construction contracting practices.

Knowledge of construction project budgeting practices.

Knowledge of bridge and dam inspection regulatory requirements.

Knowledge of the theory and application of sustainable building design principles, practices and methods.

Knowledge of renewable and alternative energy resource principles, practices and applications.

Knowledge of the safety precautions required for the work performed by the work units and on construction sites.

Ability to evaluate data and develop cost estimates for design and construction projects.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

Ability to read and interpret administrative rules, regulations, policies, and procedures.

Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: Nine years of professional experience in the engineering field that includes four years of managerial experience; and a bachelor's degree in engineering;

An equivalent combination of experience and training that includes four years of managerial experience in the engineering field.

NECESSARY SPECIAL REQUIREMENT: A valid license as a Professional Engineer by the Commonwealth of Pennsylvania, or a reciprocal jurisdiction, where there can be no exemption from such licensure as defined in Section 5, Exemption from Licensure, of the Engineer, Land Surveyor and Geologist Registration Law (as amended).
