JOB TITLE: CHIEF ENGINEER, DOT

DEFINITION: This is highly responsible managerial and professional highway administration work in the Department of Transportation (DOT).

The employee in this job plans, coordinates, directs, and oversees complex engineering work involving the design, construction, maintenance, and operation of roadways and bridges. Work involves directing and evaluating the operations of the Office of Highway Administration’s bureaus and offices; overseeing engineering activities to ensure operations meet transportation industry standards; developing and implementing policies and programs; establishing strategic plans for highway administration programs; and ensuring effective operations and programs. Supervision is exercised over managerial and administrative staff. Work is performed with considerable independence under the general direction of the Deputy Secretary for Highway Administration, Transportation, and is reviewed for program effectiveness and attainment of goals and objectives.

• Plans, directs, and evaluates highway administration operations and programs related to the design, construction, maintenance, and operation of roadways and bridges.

• Directs and oversees professional engineering activities of staff to accomplish departmental objectives.

• Provides direction and guidance to highway administration bureaus and offices on the interpretation and implementation of policies and standards to ensure state-wide conformance and sound engineering operations.

• Develops technical policies, procedures, and standards for engineering activities to ensure state-wide conformance and uniformity.

• Participates in the development of department objectives, policies, programs, and standards as they relate to highway administration activities and engineering practices.

• Provides strategic guidance for statewide project delivery, maintenance, and operations including goals, objectives, and performance standards.

• Reviews and analyzes reports to evaluate programs and ensure program goals and objectives are met.

• Evaluates bureau and office activities based on department policies, programs, and progress schedules to determine if corrective measures, changes, or modifications are needed.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational and organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and practices used in the design, construction, and maintenance of highways, bridges, and related structures.

• Knowledge of the principles and practices used in highway and bridge services, such as right-of-way, traffic control, materials inspection and testing, construction quality, and environmental control.

• Knowledge of engineering principles and practices.

• Knowledge of the laws, regulations, and policies relating to highway design and construction operations.

• Knowledge of the principles and practices of highway and bridge program administration.

• Knowledge of the principles and practices of employee supervision.

• Ability to analyze and interpret engineering policies and regulations.

• Ability to read and interpret various highway and bridge plans and specifications.

• Ability to interpret and apply written information.

• Ability to interpret and apply numerical information.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Nine years of professional experience in the design, construction, or maintenance of highways, bridges, traffic systems, or other comparable structures or administering related transportation programs, that includes four years of experience managing the work of civil engineers, and a bachelor’s degree;

or

• An equivalent combination of experience and training that includes four years of professional experience managing the work of civil engineers.

SPECIAL REQUIREMENTS:

• This position requires possession of an active Professional Engineer license issued by the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists.
