HIGHWAY ADMINISTRATION PROGRAM MANAGER 1

DEFINITION:

This is professional managerial work directing a statewide roadway, fleet management or engineering program within the Department of Transportation’s Highway Administration.

An employee in this job plans, directs and coordinates the activities of a Highway Administration division responsible for functionally and logically related technical highway programs or a section responsible for engineering or safety related functions. Work at the division level involves managing the fleet management, maintenance operations performance, or maintenance technical leadership programs. Work at the section level involves managing advanced technical engineering or complex administrative and developmental highway programs. Work may also involve formulating, recommending and implementing engineering or program administration policy for statewide activities; overseeing the development of procedures and technical standards; and providing statewide consultative services to the engineering districts, consultants, executive offices, and central office staff. Supervision is exercised over subordinate managers or supervisors responsible for carrying out division or section activities. Work is evaluated by the Deputy Secretary, Bureau Director or Division Chief for attainment of goals and objectives.

EXAMPLES OF WORK:

Plans, manages, and coordinates division or section programs and related activities.

Formulates, recommends and implements statewide highway administration policies, procedures and standards.

Directs or coordinates services, statewide policy development, and project development issues with the engineering districts, central office bureaus, consultants, contractors, Federal Highway Administration, American Association of State Highway and Transportation officials and various other technical and professional agencies.

Administers the statewide equipment program by controlling the research and evaluation, assignment, maintenance, repair, and replacement of all automotive, heavy construction and other mechanical equipment used for roadway maintenance and construction operations.

Develops the Department's statewide capital equipment budget and computer systems to monitor equipment programs.

Directs the statistical analysis, preparation, improvement and control of maintenance programs.

Plans and directs the work of a comprehensive statewide quality assurance program of all maintenance and operations functions.

Directs statewide highway maintenance activities associated with quality assurance, data control and analysis, winter services activities, systems enhancement, program services and policy criteria, proper signage, effective lighting, ongoing adherence to the Strategic Environmental Management Program (SEMP), and resource development.

Establishes and maintains statewide standards and quality assurance controls for the development and implementation of the roadway management programs.

Supervises the statewide design of highway quality control functions associated with plan preparation standards and criteria, geometric review field liaison, roadside design, pavement design, and sanitary engineering.

Supervises the development and integration of environmental policy, procedures, and technical guidance into Department planning, design, construction, and maintenance and operations activities.

Supervises the statewide right-of-way property appraisal, acquisition, and property management programs; all utility relocation policy and procedure development; and public utility commission approval requests involving rail highway crossings and highway lighting projects.

Supervises the statewide construction contract management program including contractor evaluation and prequalification, contract administration, work order review, and approval of payment to contractors.

Supervises the administration of the constructability review program by utilizing innovative approaches to project delivery, developing construction specifications, and providing support for the maintenance and enhancement of CADD-based highway design engineering programs or applications.

Supervises bridge design quality assurance for assigned regions providing technical expertise for all facets of bridge design and construction.

Supervises the statewide design, production, testing, and inspection of pre-stressed concrete bridge beams and all types of precast concrete units including concrete pipe and inspection of structural steel bridge fabrication.

Supervises a program of experimental new product testing, evaluation, and documentation for construction research projects that consider introduction of the most promising new materials and construction methods.

Supervises all phases of the statewide laboratory materials testing program.

Supervises the geotechnical engineering program including geotechnical related policies involved with complex design and construction activities.

Supervises, analyzes and evaluates quality assurance operations and reviews and coordinates the resolution of construction and materials problems for engineering districts.

Supervises the development and maintenance of engineering systems and applications incorporating the operational and informational requirements of Highway Administration organizations.

Supervises the statewide intelligent transportation systems, traveler information, emergency management, and disaster recovery programs.

Supervises the statewide traffic engineering and operations activities including mobility, work zone safety, signing, and permits.

Supervises statewide corridor safety and risk management functions including the management of crash data, safety training, and the highway safety plan.

Supervises the development of pavement management processes and practices that are adopted and followed throughout planning, programming, design, construction, and maintenance phases of pavement life.

Supervises the Statewide Safety Inspection Quality Assurance program for all engineering districts.

Supervises the development of bridge management processes and practices that are adopted and followed throughout the planning, programming, design, construction and maintenance phases of bridge life.

Serves as a Department expert witness on engineering matters.

Advises or collaborates with the Department's Chief Counsel to address issues related to division or section policies, services, and activities.

Prepares or assists in preparing program budget in conjunction with business plan needs.

Represents the Department, the Deputy Secretary, or the Bureau Director as a technical representative in dealing with federal, state, or local officials or agencies at meetings, conferences or public events.

Performs the full range of supervisory duties.

An employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES:

Knowledge of engineering-related principles and practices.

Knowledge of authoritative engineering reference materials and the state and federal legislative and regulatory references.

Knowledge of the principles and practices of transportation engineering research and development.

Knowledge of budgetary practices and procedures.

Knowledge of negotiation techniques.

Knowledge of the principles and practices of supervision.

Ability to analyze, evaluate, and interpret written materials, including highway regulations, policies, procedures, design plans and specifications.

Ability to analyze and interpret data.

Ability to establish and maintain effective working relationships.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING:

Five years of professional experience in the design, construction or maintenance of highways, bridges, traffic systems or other comparable structures or in the administration of related transportation programs, that includes three years in a managerial capacity or directing the work of civil engineers;

An equivalent combination of professional experience and training that includes three years in a managerial capacity or directing the work of civil engineers.

CONDITIONS OF EMPLOYMENT:

Certain positions may require possession of a valid Professional Engineer license issued by the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists or a reciprocal jurisdiction where there can be no exemption from such licensure, as defined under Section 5, Exemption from Licensure, of the Professional Engineers Registration Law as amended.

Certain positions may require possession of a valid PA non-commercial Class C driver’s license or equivalent.
