JOB TITLE: BUREAU DIRECTOR, HIGHWAY ADMINISTRATION

DEFINITION: This is highly responsible administrative and professional work in planning, directing, and evaluating bureau operations in Highway Administration, and its relationship to the Engineering Districts in the Department of Transportation.

An employee in this job is responsible for assisting the Deputy Secretary for Highway Administration in the formulation of departmental policies and programs utilizing the concept of value engineering and for directing a Highway Administration bureau in the interpretation and implementation of policies and programs. Work involves providing leadership and direction in the formulation, implementation and interpretation of Highway Administration policies, procedures, and regulations; establishing and implementing strategic plans and guidelines for the administration of transportation programs; and developing improved and more effective Highway Administration programs. Important aspects of this work involve advising the Deputy Secretary on key initiatives and ensuring compliance with federal transportation regulations. Supervision is exercised over division managers to ensure services and systems adequately keep the commonwealth’s highways and bridges operational and to evaluate the extent to which program objectives are met. Work is assigned in the form of broad goals and objectives and is reviewed by the Deputy Secretary for Highway Administration, through conferences and reports, to determine program effectiveness and goals and objectives attained.

• Plans, directs, and evaluates, through the supervision of subordinate managers, the bridge and highway operations and programs of an extensive Highway Administration bureau using the concept of value engineering.

• Participates in the formulation of departmental policies, programs, objectives, and standards as they relate to Highway Administration activities.

• Interprets and implements Highway Administration policies and standards to ensure statewide conformance and uniformity.

• Formulates and implements the bureau’s strategic plans and program goals, objectives, and priorities.

• Exercises signatory authority on Highway Administration bureau matters requiring the approval of the Deputy Secretary for Highway Administration.

• Directs the development and review of proposed state and federal legislation to ensure the interests of the department are considered.

• Directs the development of bureau performance metrics to ensure products and services are delivered in the most time efficient and cost-effective manner.

• Evaluates bureau activities based on departmental policies, program metrics, and progress schedules to determine corrective measures and desirable changes or modifications.

• Ensures engineering district and county projects and activities adhere to professional standards, technical requirements, environmental constraints, and public demands.

• Determines the allocation of funds and staffing to deliver the bureau products and services.

• Represents the Secretary, Deputy Secretary, and the Department at local and national level conferences and associations.

• Performs the full range of supervisory duties.

• Employees in this job may participate in the performance of their subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and practices applied in the location, design, construction, and maintenance of all types of highways, bridges, traffic systems, and related structures and associated services.

• Knowledge of the federal and state highway laws, regulations, policies, and practices relating to all highway design, construction, and maintenance operations.

• Knowledge of the principles, practices, and procedures applied in inspecting and testing materials used in roads and similar structures.

• Knowledge of the principles and practices of public administration.

• Knowledge of the principles and practices of budget allocation processes.

• Knowledge of the principles and techniques in facilitation and presentation methods.

• Knowledge of the regulatory review process.

• Knowledge of the principles and practices of employee supervision.

• Ability to read and interpret written and numerical information, including policies, procedures, and regulations.

• Ability to read and interpret all types of highway and bridge plans and specifications.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Eight years of professional experience in design, construction, or maintenance of highways, bridges, traffic systems, or other comparable structures in the administration of related transportation programs, which includes four years in a managerial capacity; and a bachelor’s degree;

or

• An equivalent combination of experience and training, which includes four years in a managerial capacity.

SPECIAL REQUIREMENTS:

• Certain positions require possession of a valid Professional Engineer License issued by the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists, or a reciprocal jurisdiction where there can be no exemption from such licensure, as defined under Section 5, Exemption from Licensure, of the Professional Engineers Registration law as amended.
