CONSTRUCTION DOCUMENTATION SPECIALIST

DEFINITION: This is technical and specialized work in the coordination and control of an Engineering District's field construction projects/records control function.

An employee in this class serves as the District's Project Documentation Officer and independently performs a variety of responsible technical duties associated with the use, coordination and control of automated and manually kept records in construction management on all highway construction projects. Work involves familiarizing and training Construction Inspectors and Finals Unit personnel on the operation of microcomputers for the Computerized Documentation System [CDS] to include the education of personnel on the proper use of various programs. An employee in this class also provides microcomputer and mainframe programming for the needs of the construction offices. Assignments require independent judgment in making on-site technical decisions. Work is assigned generally and reviewed by technical supervisors for results obtained.

EXAMPLES OF WORK: Ensures field project estimate books are properly prepared and set up in accordance with contract requirements.

Checks work orders to ensure costs deducted or transferred from one fund to another are properly annotated and documented.

Receives, reviews, and analyzes construction cost breakdowns, by station, from the Bureau of Construction to determine sources of financing such as Federal Aid, State Highway and Bridge Authority and one hundred percent state.

Audits field project records, estimates and item quantity books to ensure proper procedures of recording and revision cost breakdowns are being adhered to.

Audits item quantities records, utilizing cross references to field survey books and field inspectors diaries for proper transposition of quantities and codings for methods of arriving at amounts listed.

Audits concrete and bituminous plant records ensuring materials books are kept current with respect to recording notices of laboratory approvals for samples of materials taken and ensuring sample test runs are recorded properly and are of sufficient frequency.

An employee in this class is also responsible for providing technical assistance to the Construction Finals Unit in the gathering of computerized reports and required records to audit Computerized Documentation System [CDS] projects.

Monitors the processing of field project estimates and work orders on all CDS projects and resolves any problems that are encountered.

Reviews and compares manual auditing procedures with the CDS. Reviews future projects for implementation of computerized documentation.

Performs other related duties as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the symbols used in preparing construction plans for highways, bridges or structures.

Knowledge of the principles and formulas applied in computing the areas and volumes of geometric figures.

Knowledge of the physical characteristics of materials used in highways, bridges or structures.

Knowledge of the principles applied in the design of highways, bridges or structures.

Knowledge of surveying as it related to construction.

Knowledgeable and skilled in the use and execution of various software packages and automated systems, Contract Management System [CMS], Statistical Analysis System [SAS], Fiscal Management Information System [FMIS], Roadway Management System [RMS], and Project Management System [PMS].

Ability to analyze sketches of structures, divide sketches of construction materials into geometric units, and calculate volumes rapidly and accurately.

Ability to interpret construction plans, reports, and specifications.

Ability to operate standard adding and calculating machines, personal computers and related software.

Ability to deal effectively with subordinates, construction and design engineering personnel, contractors' representatives and representatives of the Federal government.

MINIMUM EXPERIENCE AND TRAINING: One year of experience as a Construction Cost Technician 2.

Three years of construction materials record keeping experience on construction projects in the computation of construction quantities; and graduation from high school;

                                                                                                                                                          or

One year of experience and an Associate Degree in surveying, engineering, drafting, design or other closely related technology;

                                                                                                                                                         or

Any equivalent combination of experience and training.
