JOB TITLE: SAFETY SPECIALIST SUPERVISOR

SERIES NATURE OF WORK: The Safety Specialist job series describes work in the administration of agency safety programs.

DEFINITION: This is supervisory and advanced professional work in the analysis, development, and implementation of transportation, workplace, or employee related safety programs.

An employee in this job supervises employees responsible for analyzing, evaluating, coordinating, and implementing agency safety programs. Work involves evaluating safety programs to ensure they are effective and in compliance with policy and procedural requirements; developing safety related guidance documents and training; making recommendations for program goals, objectives, and improvements; and developing and implementing program policies and procedures. Work includes developing and implementing resolutions for complex safety issues; overseeing the development and implementation of correction action plans; conducting after-action reviews; and providing consultation and technical assistance to staff. Work may include serving as a liaison to executives and managers for issues pertaining to safety programs. Supervision is exercised over professional safety program staff. Work is performed independently and is reviewed by a Safety Specialist Manager or other higher-level manager through conferences and reports for effectiveness of programs and results attained.

• Work is distinguished from the lower-level job based on the supervision of Safety Specialists or positions of a comparable level responsible for independent review and evaluation of safety projects or programs.

• Supervises professional staff responsible for assisting in the administration of safety programs.

• Provides agency-wide guidance and expertise to staff responsible for safety programs.

• Provides guidance and expertise to management on the interpretation of policies and directives and the identification and implementation of best practices, and to provide safety recommendations for program improvements.

• Develops or oversees the development and implementation of corrective action plans; conducts after-action reviews (AAR).

• Reviews and analyzes reports and safety related data to make recommendations for improvements to safety programs and revisions to policies and procedures.

• Identifies trends that can be utilized to target areas of safety improvement.

• Reviews the accident database tracking system to ensure accurate reporting of accidents and incidents, and ensures investigations are completed.

• Conducts or oversees field investigations for inspection of crews, stockpiles, garages, and facilities, and prepares reports of findings and recommendations.

• Serves as a safety subject matter expert and provides information to safety committees and other groups regarding safety related programs and activities.

• Provides guidance for the Right-to-Know Law, the Drug Free Workplace Act, the Fall Protection Program, and Driver’s License compliance.

• Oversees staff responsible for compliance with the Commercial Driver’s License (CDL) Drug and Alcohol (D&A) Testing program, including monthly driver’s license checks, and for ensuring proper CDL qualification coding for random D&A testing.

• Oversees the Medical Surveillance Program to ensure eligible employees are being appropriately monitored in accordance with medical surveillance guidelines.

• Assesses the need for safety related training and develops or oversees the development of training and workshops.

• Oversees staff responsible for the coordination of the Safety Stand Down Days program and ensures consistency of its delivery agency-wide.

• Serves as the Agency Safety Recognition Coordinator and ensures consistency of safety awards throughout the state.

• Assists with the Agency Continuity of Operations Plan (COOP) and ensures facilities comply with COOP requirements.

• Informs leadership of relevant safety accidents or incidents, and coordinates response for critical incidents.

• Provides input for emergency drills and evacuation plans and ensures practice drills are conducted as required.

• Performs the full range of supervisory duties.

• Employees in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the underlying human factors and behaviors affecting safety.

• Knowledge of the basic principles, practices, and techniques of administering a safety program.

• Knowledge of the methods and techniques used in collecting, reviewing, analyzing, and interpreting data.

• Knowledge of the basic principles and practices of employee training as they relate to accident prevention, fire prevention, and safety.

• Knowledge of basic safety investigation interview procedures and techniques used to obtain information from individuals.

• Knowledge of highway maintenance or highway construction work zone safety procedures.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to interpret and apply safety guidelines and procedures.

• Ability to prepare technical analyses and recommendations.

• Ability to identify and evaluate employee safety hazards.

• Ability to analyze work zone safety procedures and make recommendations for improvements.

• Ability to prepare safety investigation reports.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• One year as a Safety Specialist 2 (commonwealth title);

or

• Two years of professional experience in conducting safety inspections, safety investigations, or safety training;

or

• An equivalent combination of experience and training.

SPECIAL REQUIREMENTS:

• Certain positions must obtain an active Advanced Safety Certificate issued by the National Safety Council’s Safety Training Institute within two years of starting in this job.
