ASSISTANT FOR STRATEGIC MANAGEMENT, TRANSPORTATION

DEFINITION: This is managerial and administrative work in transportation program planning.

An employe in this class plans, manages and directs activities which support the Department's strategic management process and the Office of Planning's centralized administrative functions. Work involves providing staff support to senior managers on policy, legislative and transportation finance issues, and participating in and supporting the Department's key decision-making forums, including the Strategic Management Committee, the Executive Committee and the Program Management Committee.

Coordinates the conduct of strategic studies, business planning and federal legislative liaison in support of the Department's priority goals and objectives. Directs the overall financial management functions of the Office of Planning, including development, monitoring and adjustment of the annual work program and budget. Directs a staff of professional and work program and budget. Directs a staff of professional and administrative personnel engaged in these activities.

Supports the Department's involvement in key regional and national transportation associations, and represents the Department in metropolitan planning organization activities. Work is performed with considerable independence under the overall supervision of the Deputy Secretary for Planning.

EXAMPLES OF WORK: Serves as Secretary to the Department's Strategic Management Committee, and ensures that materials, studies and reports are provided in a timely manner to support the Department's strategic management process.

Develops background material, options and recommendations on key transportation policy, legislative and finance issues.

Provides guidance and coordination of the annual preparation of District Four Year Plans/Budgets.

Maintains liaison with the governor's Washington Office and with key staff of the Pennsylvania Congressional Delegation to coordinate federal legislative initiatives. Analyzes the impact of proposed federal legislation.

Supports the Department's Federal Legislative Advisory Committee and serves as chairman of its Working Group.

Prepares briefing material for meetings of national and regional transportation associations to facilitate consideration of transportation issues of both a policy and technical nature.

Maintains contact with counterparts in other states on legislative and policy issues of common interest.

Represents the Department as a member of the Coordinating Committee of several of the Commonwealth's Metropolitan Planning Organizations.

Coordinates development of the Department's annual transportation planning and research work program/budget and the Office of Planning's annual personnel and operating budget.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and objectives of strategic planning and management and transportation planning and programming.

Knowledge of management principles and practices involving organization structure, staffing patterns, and administrative control techniques.

Knowledge of the legislative and administrative requirements and procedures for securing and utilizing state and federal transportation funding.

Ability to plan and administer policy and technical support activities and to organize and implement new initiatives in a manner which provides products to facilitate decision-making.

Ability to manage, motivate and lead subordinate professional and administrative personnel.

Ability to convey information and express ideas clearly and concisely, both orally and in writing.

Ability to establish and maintain effective working relationships with subordinates, peers, agency management officials, members of professional organizations, and officials of local, state and federal officials.

MINIMUM EXPERIENCE AND TRAINING: One year of experience as Transportation Planning Manager.

Six years of progressively responsible professional experience in transportation engineering or planning, at least two of which were in a supervisory capacity, and a bachelor's degree in engineering, planning or mathematics.
