DEFINITION: This is professional managerial work in the administration of a major Transportation Engineering District program within the Department of Transportation (DOT).
An employee in this job plans, directs, manages, and administers district-wide activities for a major Transportation Engineering District program, such as highway plans, design services, design portfolio, lead construction, or construction support services; or directs a complex traffic, construction, or design program within a Metropolitan Engineering District. Work involves developing and implementing technical policies and guidelines; ensuring all functions are performed within applicable federal, state, local, and department policies, rules, and regulations; and ensuring best practices are followed in the administration of an Engineering District program. Supervision is exercised over professional, administrative, and technical staff. Work is performed independently and reviewed by an Assistant Highway District Engineer or an Assistant District Maintenance Administrator for goals and objectives attained.

• Develops and maintains standards and quality assurance controls for the development and implementation of a bridge management system or a roadway management system.
• Directs a complex traffic, construction, or design program within a Metropolitan Engineering District, such as the Intelligent Transportation System (ITS) corridor integration.
• Serves as Engineering District Design Services Administrator responsible for directing district municipal services, utilities, right-of-way, grade crossing, and survey functions, which may include preparing proposals and estimates, or liaison, location, and planning functions.
• Serves as Engineering District Plans Administrator responsible for directing district functions related to highway, construction, and maintenance plans design.
• Serves as Engineering District Portfolio Administrator responsible for managing in-house and consultant design project development to ensure projects are completed on time and within budgetary guidelines.
• Serves as Engineering District Construction Support Services Administrator responsible for directing district labor compliance and safety, compaction control, project documentation, materials, finals, geotechnical, and structural control functions.
• Serves as Engineering District Lead Construction Administrator responsible for directing district construction activities associated with the supervision and inspection of all construction, materials, and workmanship, including structural control and geotechnical programs and activities.
• Manages the integrated project control system for a Transportation Engineering District to deliver quality highway and structural design projects in a cost effective and timely manner.
• Manages overall design project planning and programming activities by assigning Project Managers to projects, assisting in developing project teams, and monitoring the district-led project schedule.
• Participates in the District Business Plan.
• Participates in field views of projects.
• Participates in District Incident Command Center (ICC) activations and coordinates emergency repairs and emergency projects for Federal Emergency Management Agency, Pennsylvania Emergency Management Agency, and Federal Highway Administration disasters.
• Operates motor vehicles.
• Performs the full range of supervisory duties.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of the principles and practices used in the location, design, maintenance, and construction of highway and bridge projects.
• Knowledge of the principles and practices applicable to the design and construction of concrete structures, steel structures, pre-stressed and reinforced concrete structures, and foundations.
• Knowledge of the principles and practices used in the development of plans, drawings, and specifications for highway and bridge projects.
• Knowledge of the principles, methods, and techniques used in construction cost estimating.
• Knowledge of the characteristics and properties of natural and manufactured materials used in construction.
• Knowledge of the principles and practices applicable to the testing of materials and assemblies used in construction of bridges and other structures.
• Knowledge of negotiation techniques used to resolve construction claims or design error and omissions.
• Knowledge of traffic operations, including winter and emergency traffic services.
• Knowledge of the principles and practices of employee supervision.
• Ability to analyze and interpret written and numerical information.
• Ability to interpret and apply drawings, specifications, and codes used in the design or construction of buildings and related structures.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• Five years of professional experience in highway administration, which includes three years of supervisory experience or directing the work of civil engineers, or other professional or technical staff;
or
• An equivalent combination of professional experience and training, which includes three years of supervisory experience or directing the work of civil engineers, or other professional or technical staff.
SPECIAL REQUIREMENTS:
• Certain positions require possession of an active motor vehicle license.
