ROADSIDE MANAGER

DEFINITION: This is administrative and supervisory work in the development and maintenance of statewide roadside grounds and rest area program management.

The employee in this class is responsible for managing the overall policy development, planning, quality assurance, research, and contract preparation for the Department's roadside program from the Central Office. Program direction is provided to the Engineering Districts for project plans and estimates, materials procurement, contract management, and, consultant review for the construction and maintenance of landscape areas to assure integration of aesthetic, environmental, and functional features of highway roadsides and scenic overlooks. Supervision is exercised over an administrative and technical staff. General programs are decided upon in conference with administrative superiors and work is reviewed for adherence to Departmental policies, and for program effectiveness and quality.

EXAMPLES OF WORK: Administers and coordinates the statewide functions of the Roadside Program. Advises on policy decisions associated with carrying out roadside related construction and maintenance functions. Promotes the use of the most effective mechanical, chemical and natural tools available for the Department's roadside management plan.

Conducts and supervises annual quality assurance reviews of roadside planning, operations, and maintenance of interstate safety rest areas and primitive roadside rests for each Engineering District.

Monitors roadside activities on contract construction and maintenance projects to evaluate the effectiveness of the roadside programs.

Prepares and supervises periodic updates to all maintenance and construction publications relating to the roadside program.

Develops standard specifications and bid documents for roadside work items to be performed by contract.

Identify, research, and evaluate new concepts, materials, procedures and technology in vegetation management. Advise district and county personnel in regards to the use and application of the latest developments relating to the roadside program.

Performs other related duties as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of those phases of landscape architecture, forestry, plant ecology, entomology and horticulture which apply to erosion control and roadside development activities.

Knowledge of the relationship between erosion control principles and the states of highway design, construction and maintenance.

Knowledge of the proper use of fertilizers and soil supplements, herbicide sprays, pesticide application, tree removal and thinning equipment and methods and rest area maintenance procedures.

Knowledge of sewage and water quality testing standards.

Knowledge of specification, cost estimate, and roadside maintenance plan preparation for contract proposals.

Ability to learn to apply purchasing agreement procedures.

Ability to read, interpret and explain those aspects of highway construction plans and specifications relative to roadside development activities.

Ability to evaluate landscape projects, plan improvements and compile cost estimates.

Ability to communicate to operating managers the technical aspects of the roadside development program, both orally and in writing.

Ability to evaluate established performance standards against actual performance for roadside development and maintenance programs.

Ability to oversee the work of contractors and laborers related to all roadside maintenance and development programs.

Ability to supervise subordinates.

MINIMUM EXPERIENCE AND TRAINING: One year experience as a Roadside Specialist Supervisor;

                                                                                                                                                        or

A Bachelor's Degree in Agronomy, Botany, Forestry, Horticulture or a closely related field and three years of experience in landscaping and roadside development activities including one year in a supervisory or administrative capacity;

                                                                                                                                                       or

Five years of progressively responsible experience in landscaping and roadside development activities and an Associate Degree in Agronomy, Botany, Forestry, Horticulture or a closely related field including one year in a supervisory or administrative capacity;

                                                                                                                                                      or

Any equivalent combination of experience and training.
