SURVEY TECHNICIAN SUPERVISOR

DEFINITION: This is supervisory technical work in directing a survey corps engaged in the collection, computation and processing of survey data.

Employees in this job supervise a survey corps engaged in measuring the existing field locations of natural and man-made features, the locations of property borders, the dimensions of land areas, and the precise positioning of points, lines and grades. Work includes supervising Survey Technicians who use conventional and state-of-the-art surveying equipment as well as associated systems to perform surveys. Work is performed within the framework of standard procedures and commonly accepted practices with the employee exercising a high degree of independent judgment in making on-site survey decisions involving complex projects. Work is reviewed by a professional manager for completeness, accuracy and adherence to established technical and performance standards.

EXAMPLES OF WORK: Supervises the activities of a survey corps engaged in surveys, computations and field data processing for preliminary, right-of-way, engineering, chain, location, traverse, bridge, construction, borrow pit, final geodetic, topographic, aerial, land and property surveys using both conventional and electronic equipment.

Supervises the operation of electronic total stations, electronic distance measuring instruments, theodolites, transits, levels, GPS units, elevation rods and other instruments necessary to obtain survey data.

Supervises all survey corps functions to determine elevation, location and distances in the assigned survey area and oversees electronic downloading and editing of survey data via the Computer Aided Drafting and Design system (CADD).

Prepares detailed sketches of the surveyed areas.

Reviews requirements of assigned projects, determines the most efficient method of completing work and prepares weekly and daily plans for executing work tasks.

Determines equipment to be used and job assignment of each survey corps member for most efficient work accomplishment.

Reviews both manual and electronic field records for neatness, completeness, correctness and proper form for acceptance by computer aided design systems.

Monitors daily work activities of the survey corps to assure compliance with all rules, regulations, policies and procedures for traffic control and the safety and protection of employees, equipment and the public.

Provides training and assistance in the use of all surveying equipment, reading and interpreting plans and performing survey computations.

Operates a vehicle to transport survey corps and equipment.

Performs the full range of supervisory duties.

Employees in this job may participate in the performance of their subordinates’ work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of algebra, trigonometry, plane geometry and coordinate geometry.

Knowledge of surveying principles and methods used in performing field measurements and computations in determining the exact location and dimensions of points, lines, boundaries, contours and areas.

Knowledge of the applications, operation and care of electronic total station instruments, electronic distance measuring instruments, theodolites, automatic levels, transits, electronic data collectors, printers, disk drives, computers, two-way radios and related accessories.

Knowledge of the principles and applications of control surveys to photogrammetric mapping.

Knowledge of the principles and practices of supervision and training.

Skill in the use and calibration adjustments of standard and advanced technology surveying instruments.

Ability to organize and direct survey corps operations.

Ability to perform trigonometric computations and use geometric and algebraic formulae as they relate to survey work.

Ability to read and interpret complex engineering design and construction plans, property plans and descriptions, photogrammetric maps, aerial photographs and other technical and graphic reference documents.

Ability to operate electronic field data collection and telecommunications equipment for automated survey note transfer.

Ability to use portable field computers and calculators for editing and checking automated field survey notes.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

Ability to deal effectively with the public.

Ability to effectively supervise employees.

Ability to establish and maintain effective working relationships.

Ability to lift and carry objects weighing up to 50 pounds.

MINIMUM EXPERIENCE AND TRAINING: One year of experience as a Survey Technician;

                                                                                                                                                or

Four years of experience as a member of a survey corps which included duties operating both standard and electronic surveying instruments;

                                                                                                                                               or

Two years of experience as a member of a survey corps which included duties operating both standard and electronic surveying instruments, and an associate's degree in surveying, drafting, design, civil or any other appropriate field of engineering technology.

CONDITION OF EMPLOYMENT: Certain positions in this job will require possession of a valid Pennsylvania driver’s license.
