SURVEYOR 2

DEFINITION: This is professional work directing surveying activities.

An employee in this class is responsible for planning, organizing and directing all surveying activities of a surveying program, either in a highway engineering district or as chief surveyor for a statewide surveying program in a Commonwealth Department or an Agency. Employees in a highway engineering district supervise a large staff of technicians organized into survey corps and coordinate and schedule their work with design and construction functions. Employees in a Department or Agency plan, organize and direct the activities of the surveying corps on a statewide basis, coordinating and scheduling surveying work, plan preparation and property surveys. Work is assigned in broad outline by an administrative supervisor, and reviewed for overall effectiveness and attainment of outlined objectives.

EXAMPLES OF WORK: Plans, organizes, and directs the activities of all survey corps within a highway engineering district, or a Commonwealth Department or an Agency.

Consults with appropriate engineering employees to resolve difficult or unusual problems of an engineering nature.

Provides for the continual training and development of surveying technicians and new employees.

Participates in field investigations to determine the location, type, and number of future surveys required for location, design, or construction purposes.

Attends pre-construction conferences to review surveying activities related to proposed construction.

Provides for the re-establishment of a center-line required for relocating public utility facilities or for other similar purposes.

Recommends staffing requirements based on workload and program objectives.

Recommends the number and types of equipment required for the accomplishment of surveying activities.

As required, assists in maintaining and revising department surveying specification manual and related standards.

Recommends approval or disapproval of survey cost estimates submitted by commercial firms for survey projects. Reviews completed survey plans for completeness and adherence to Department regulations. Reviews invoices for payment.

Performs related work.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the surveying principles and methods used in determining the exact location and measurements of points or areas.

Knowledge of basic algebra, basic trigonometry, and plane geometry.

Knowledge of the engineering principles and practices applied to the design and construction of roads and other structures.

Knowledge of the principles of effective supervision and administration.

Skill in the use and adjustment of survey instruments.

Ability to plan and direct the work of employees engaged in surveying activities.

Ability to perform the algebraic, geometric, and trigonometric computations applied to engineering survey.

Ability to read and interpret maps, plans.

Ability to instruct others in the techniques of engineering surveying.

Ability to establish and maintain effective working relationships with associates, superiors, and property owners.

Ability to express ideas clearly and concisely, orally and in writing.

Sufficient physical stamina to work under adverse weather conditions and on hazardous terrain.

MINIMUM EXPERIENCE AND TRAINING: One year as a Surveyor 1;

Seven years of responsible experience in a wide variety of surveying assignments, including three years in a supervisory capacity; and graduation from high school. An Associate Degree in surveying or engineering technology may be substituted for one year of non- supervisory experience.

NECESSARY SPECIAL REQUIREMENT: Possession of a registered surveyor’s license as issued by the Pennsylvania State Registration Board for Professional Engineers, or possession of a registered surveyor’s license obtained in another public jurisdiction under requirements which are at least equal to those of Pennsylvania.
