ROADWAY PROGRAMS SPECIALIST

DEFINITION: This is professional work in roadway programs management.

An employee in this class is responsible for performing professional work in the review, analysis and development of roadway management or maintenance operations in accordance with the policies and procedures of the Roadway Management System (RMS) or Maintenance Operations and Resources Information System (MORIS). In a large highway maintenance organization, the employee reviews and evaluates maintenance operations and techniques, guides and assists in planning, scheduling, budgeting and implementing work operation sin accordance with a highway management system. An employee assigned to Central Office is responsible for the analysis, statistical interpretation, cost and benefit analysis of statewide data from a system and for participating in the development and implementation of work procedures. An employee assigned to an engineering district has responsibility for direction and control of the district-wide materials ordering and usage in an automated materials control system. Lead work may be exercised over a small number of clerical employees or lower-level technicians. Work is performed with independence subject to review upon completion for compliance with policies, accuracy and soundness of conclusions.

EXAMPLES OF WORK: Reviews work data, such as units completed, man-hours spent, equipment utilization, materials usage, fuels reviews output data to identify reasons for work program problems in assigned maintenance organization.

Reviews and analyzes output data from an automated roadway management system to ensure maintenance work program goals are achieved and to maintain overall system control is assigned maintenance organization.

Conducts research activities of various maintenance operations and equipment used in the highway management program.

Administers the highway maintenance system in a large maintenance organization.

Administers the district-wide MORIS materials management system for an Engineering District.

Administers one of the statewide, Maintenance Operation and Resources Information Systems (MORIS) such as Highway Maintenance System, Materials Management System, or two or more of the Department's maintenance support programs.

Instructs maintenance personnel in the proper application of reporting procedures and the implementation of methods and procedures to record work output.

Monitors maintenance operations in the field to ensure the application of approved maintenance management system standards.

Conducts field studies to gather time and motion data from various maintenance operations.

Participates in the planning and scheduling of complex work operations in accordance with maintenance management systems.

Conducts research activities of various maintenance operations to develop, verify and implement a variety of work standards used in the maintenance management system.

Performs related work and required.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of roadway maintenance operations, theories, and techniques.

Knowledge of statistical analysis procedures and first-year college level mathematical computation methods.

Knowledge of the principles of financial administration, budget administration, computer application, planning and scheduling techniques, maintenance materials and maintenance equipment.

Ability to gather, assemble, correlate and analyze factual data and devise solutions to problems of the difficulty described above.

Ability to apply standards, theories, and techniques of the maintenance management system.

Ability to develop and apply long and short range work plans and schedules.

Ability to communicate effectively.

Ability to establish and maintain effective working relationship with associates, departmental officials and the general public.

MINIMUM EXPERIENCE AND TRAINING: One year of experience as a Roadway Programs Technician 2.

Two years of experience in the analysis, development and implementation of methods and techniques in a roadway maintenance management system and an Associate's Degree in the field of Business Administration, Computer Science, Highway Engineering Technology or closely related program.

A Bachelor's Degree in Business Administration, Computer Science, Mathematics, Statistics, or in a civil engineering related discipline.

Any equivalent combination of experience and training.
