DIRECTOR, BUREAU OF ENVIRONMENTAL CLEANUP AND BROWNFIELDS

DEFINITION: This is professional managerial work directing the activities of the Bureau of Environmental Cleanup and Brownfields in the Department of Environmental Protection.

The employee in this job directs the activities of a professional, technical and administrative staff engaged in a variety of duties involving the statewide site remediation program including brownfields, storage tanks, and hazardous sites. Work involves determining goals, objectives, and priorities for the environmental cleanup and brownfields program; developing and implementing rules, regulations, policies, procedures, standards, and guidelines to manage program activities; reviewing proposed legislation for possible impact on the program; and determining and preparing budgetary requests. Important aspects of the work include managing the development, coordination, and evaluation of statewide storage tanks, hazardous sites, and brownfields programs; directing the development of statewide policies, technical standards, and procedures; and coordinating program activities with other state and federal agencies in order to meet program mandates and secure adequate funding. Work is assigned in the form of broad goals and objectives, and the employee exercises considerable independent judgment in determining specific goals, objectives and program priorities. Work is reviewed upon completion by the Deputy Secretary for Waste, Air, Radiation and Remediation through reports and conferences for attainment of goals and objectives and overall program quality.

EXAMPLES OF WORK: Directs the planning, development, implementation, coordination and evaluation of the statewide site remediation program.

Directs the development of statewide policies, technical standards, and procedures for enhancements that aid in facilitating and expediting the remediation, reclamation, reuse, and redevelopment of underutilized or abandoned properties and the development of statewide contracts for site remediation.

Directs the tracking of environmental and economic data to support the efforts of the Department’s site remediation programs.

Directs the development of statewide policies, technical standards, and procedures for statewide contracts for site remediation of hazardous substance releases and response to hazardous substance and petroleum releases.

Directs the development of voluntary multi-site remediation agreements.

Directs the development of statewide policies, technical standards, and procedures for regulation of underground and aboveground storage tanks including tank registration, invoicing and fee collection, and certification of tank handlers and installers.

Reviews and analyzes activity reports to determine work being performed, program trends, and program effectiveness.

Develops and prepares annual budget requests, approves and monitors bureau expenditures, and directs the monitoring of contracts, grants and purchase requests.

Travels to field sites.

Operates motor vehicles.

Reviews proposed legislation for possible impacts on the environmental cleanup and brownfields revitalization program and prepares recommendations whether the Department should support or oppose the legislation.

Interprets rules, regulations, policies, procedures, standards, and objectives of the organization or program for subordinates.

Provides advice to staff on unusual or difficult technical and managerial problems.

Provides advice and information to state and local government officials, industry representatives, regional program staff, advisory programs, and the public regarding Departmental functions, programs, rules, regulations, policies, and procedures.

Represents the bureau or deputate in dealings with federal officials and other Commonwealth agencies and facilitates collaboration with other Commonwealth agencies to amplify brownfields redevelopment activities.

Reviews and analyzes activity reports to determine work being performed, program trends and program effectiveness.

Develops and delivers presentations to special interest groups, legislators, media and the public on bureau programs.

Performs the full range of supervisory duties.

The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of state and federal laws, rules, regulations, policies and procedures governing waste management programs.

Knowledge of the principles, methods and techniques utilized in the waste management programs.

Knowledge of programmatic conflict resolution techniques.

Knowledge of the principles and practices of supervision.

Ability to operate motor vehicles.

Ability to analyze and interpret rules, regulations, policies and procedures.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: Nine years of professional experience coordinating waste management programs including four years of managerial experience and a bachelor’s degree in an engineering or scientific field related to waste management;

An equivalent combination of education and experience that includes four years of professional managerial experience coordinating waste management programs.

NECESSARY SPECIAL REQUIREMENT: Possession of a valid PA non-commercial Class C driver’s license or equivalent.
