ARCHITECTURAL MANAGER

DEFINITION: This is professional managerial and architectural work.

Employees in this class plan, manage, and administer architectural design or review activities for agency and capital improvement construction projects on a statewide basis. Work involves the critical review and evaluation of architectural projects in the planning, design, or construction stages to ensure feasibility, cost/benefit, customer satisfaction, and compliance with laws, codes and regulations. Manages the projects of an architectural unit involved in the computer-generated or manual design or review of plans, drawings, specifications, and estimates for construction projects. Reviews and negotiates professional amendments, and coordinates and evaluates bid documents, soils investigations, asbestos control, Americans With Disabilities Act (ADA) requirements, surveying activities, and other related work. Supervision is exercised over architectural designers, supervisors and/or consultants involved in architectural design or review of designs for new building construction, and renovations and additions to state-owned and operated buildings and structures. Work is reviewed for attainment of goals and objectives and the efficiency and effectiveness of work while in progress, and upon completion by a higher level administrative or engineering and architectural director.

EXAMPLES OF WORK: Plans and manages the projects of an architectural design staff involved in the preparation of design and construction drawings and specifications; cost estimating; job conferences; and other related activities for routine and complex new building construction, renovations, and additions to state-owned and operated buildings and structures; and associated demolition, hazardous material removal and abatement; regulatory ordinance and code compliance; and functional and administrative aspects.

Plans and manages the projects of an architectural review staff involved in the review of plans, drawings, specifications and estimates for large, complex construction projects designed by outside professional architectural consultants; the administration of professional consultant contracts; the participation in job conferences; the review of cost comparisons and budget estimates; and other related activities for state office buildings, mental health facilities, mental retardation centers, prisons, educational facilities, and other projects.

Oversees architectural projects requiring the review and negotiation of professional agreement amendments, and the coordination and evaluation of bid documents, soils investigations, asbestos control, Americans With Disabilities Act (ADA) requirements, and surveying activities.

Serves as the architectural liaison to Commonwealth agencies, boards and commissions and legal staff; revises and implements changes in architectural standards and departmental rules and regulations in order to conform with codes and regulations; conducts research; and provides technical information for discussions, negotiations and formal claim hearings.

Carries out the full range of managerial duties and responsibilities including planning and managing architectural projects; determining priorities; assigning and critically reviewing work; establishing reporting systems; selecting employees; evaluating staff performance; providing training and professional guidance; approving leave; carrying out problem and complaint resolution; and implementing the provisions of the bargaining unit contract.

Employees in this class may participate in the performance of the work of their subordinate staff consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and practices of architecture pertaining to the architectural design and review of designs for Commonwealth-owned and operated buildings and structures, and related work.

Knowledge of the principles and practices applicable to the design and construction of buildings and structures.

Knowledge of construction cost estimating sources; the methods of construction cost estimating; the characteristics, testing, and assemblies of building materials, equipment, and fixtures; and their principle applications in architectural design and construction.

Ability to interpret drawings, specifications and codes used in the design, or construction of buildings and structures.

Ability to solve mathematical problems using algebra, plane and solid geometry, and plane trigonometry.

Ability to manage the work of a large professional architectural design and review staff.

Ability to interpret construction documents, design service contracts, and construction contracts.

Ability to interpret and utilize civil, mechanical, and electrical engineering plans, specifications, maps, and reports used in the design and construction of projects.

Ability to interpret and apply Federal, state, and local laws, codes, regulations, and standards pertinent to architectural projects.

Ability to oversee the operation of Computer Aided Drafting and Design (CADD) stations and provide skilled manual drafting services.

Ability to read, write, and speak effectively in English.

Ability to establish and maintain effective working relationships with associates, consultants, contractors, government officials, and the general public.

MINIMUM EXPERIENCE AND TRAINING: One year as an Architectural Supervisor;

Four years of professional architectural experience which required work in building renovation and new construction for commercial, institutional, or educational buildings with one year of experience in supervising a professional architectural staff, and a bachelor's degree in architecture, architectural engineering, or a closely related field which included major course work in architectural design;

                                                                                                                                                           or

An equivalent combination of experience and training which included at least one year of experience in supervising the design, construction or review of architectural projects, integration of function and design, and the preparation of architectural plans and specifications for a variety of commercial, institutional, or educational buildings.

NECESSARY SPECIAL REQUIREMENT: Positions in this class require licensure as a registered architect by the Commonwealth of Pennsylvania or a reciprocal jurisdiction.
