EXECUTIVE PORTFOLIO MANAGER, DGS

DEFINITION: This is highly responsible professional managerial engineering and architectural work in the Department of General Services (DGS), directing staff involved in all aspects of commonwealth agency and capital improvement construction projects and publicly funded institutional and educational building projects.

The employee in this job is responsible for planning, organizing, and directing, through subordinate Design and Construction Portfolio Managers, DGS, statewide engineering and architectural building construction and renovation projects. Duties include supervising staff responsible for all aspects of an assigned comprehensive portfolio of statewide construction projects from inception to completion, which includes managing the budget and overseeing the design, scheduling, coordination, and construction of projects. The employee ensures compliance with laws, codes, and regulations; that timeframes are adhered to; and that issues are resolved. Emphasis is on the development of new or revised policies and procedures for improved and more effective engineering and architectural design and review programs. The employee also serves as assistant to the Director of Engineering and Architecture, DGS and performs all associated functions in his/her absence. Supervision is exercised over professional staff. Work is reviewed by the Director for adherence to applicable policies, procedures, and regulations, overall effectiveness, customer satisfaction, and achievement of goals and objectives.

EXAMPLES OF WORK: Plans, organizes, and directs, through Design and Construction Portfolio Managers, DGS, comprehensive statewide engineering and architectural design and review work.

Oversees the monitoring, coordination, and direction of all aspects of design, scheduling, and construction administration.

Oversees changes in contracts and standard forms of agreements and recommends approval/disapproval.

Provides direction and guidance to professional engineering and architectural staff in the interpretation and implementation of laws, codes, and regulations.

Writes reports related to building construction and renovation projects.

Conducts meetings with staff; imposes time schedules for projects; and resolves complex fiscal and technical issues.

Reviews and recommends projects to be designed in-house or by outside engineering and architectural firms.

Develops objectives, policies, procedures, and standards related to the engineering and architectural phases of the commonwealth’s construction program.

Oversees and provides professional engineering and architectural design and review guidance to commonwealth agencies and in-house and outside professionals.

Provides briefings to public officials, the media, the public, and agency staff on the scope and status of construction projects.

Attends meetings and represents the department in the absence of the Director.

Oversees and participates in the review and negotiation of changes to contracts and standard forms of agreement.

Recommends negotiated settlements and dispute resolutions as a result of formal pre-claim and claims hearings.

Oversees and approves budget expenditures throughout projects.

Performs the full range of supervisory duties.

The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

Performs other related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the engineering and architectural principles and practices applied in project management and contract administration.

Knowledge of federal and state laws, codes, regulations, policies, and practices related to engineering and architectural design.

Knowledge of budgetary principles and practices.

Knowledge of the principles and practices of project management.

Knowledge of supervisory principles and practices.

Knowledge of report writing related to building construction and renovation projects.

Ability to evaluate and interpret engineering and architectural designs to identify and resolve issues.

Ability to interpret and apply applicable laws, codes, regulations, policies, procedures, and legal guidelines.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: One year as a Design and Construction Portfolio Manager, DGS;

                                                                                                                                                          or

Nine years of professional engineering, architecture, or construction administration experience, which included one year in a supervisory capacity over professional staff involved in engineering and architectural design and the review of large, multi-level complex building structures, and a bachelor’s degree in electrical engineering, mechanical engineering, civil engineering, architecture or a closely related field;

                                                                                                                                                         or

An equivalent combination of experience and training.

CONDITION OF EMPLOYMENT: Possession of valid licensure as a Professional Engineer or Registered Architect by the Commonwealth of Pennsylvania or a reciprocal jurisdiction.
