JOB TITLE: ENVIRONMENTAL SPECIALIST TRAINEE, DMVA

DEFINITION: This is trainee-level environmental compliance work in the Department of Military and Veterans Affairs (DMVA).

An employee in this job participates in a twelve-month structured trainee program to develop the knowledge and experience necessary to perform environmental compliance work to ensure department properties and activities comply with environmental laws, regulations, and policies. Work involves participating in conducting inspections, analyzing data to determine environmental impacts, and drafting reports of findings; conducting research and participating in developing recommendations for department policies, processes, plans, and proposed actions; conducting environmental surveys; and testing sites for hazardous substances. Assignments increase in complexity and are performed with greater independence as learning progresses and technical proficiency is attained. Work is reviewed in progress and upon completion for quality and adherence to established policies and procedures.

• Participates in formal and on-the-job training programs.

• Participates in the inspection and monitoring of department facilities and grounds for compliance with federal, state, local, and military environmental laws, regulations, policies, and rules.

• Reviews state and federal environmental programs and legislation, such as the National Environmental Policy Act (NEPA), the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), and the National Guard Environmental Performance Assessment System (EPAS) and participates in the research and analysis of data to determine compliance with these programs and legislation.

• Assists in the implementation of environmental programs involving the Clean Air Act, Clean Water Act, Safe Drinking Water Act, and Resource Conservation and Recovery Act and related environmental legislation.

• Participates in site research through interviews and reviews historical documents, maps, and aerial photographs.

• Participates in researching and updating environmental policies and procedures.

• Assists in the collection of soil and water samples to determine the presence and level of hazardous substances and in the development of reports for submission to federal, state, and local government entities.

• Participates in the review of construction plans, blueprints, and National Guard training plans to identify environmental impact and compliance with environmental laws, policies, rules, and regulations.

• Operates motor vehicles.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of biological, chemical, or physical sciences related to environmental protection.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to read and interpret environmental laws, regulations, and policies.

• Ability to operate motor vehicles.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• A bachelor’s degree in the physical, biological, or environmental sciences;

or

• An equivalent combination of experience and training.

SPECIAL REQUIREMENTS:

• All positions require possession of an active motor vehicle license.
