JOB TITLE: ENVIRONMENTAL SUPERVISOR, DMVA
JOB CODE: 14240
DEFINITION: This is supervisory professional environmental compliance work in the Department of Military and Veterans Affairs (DMVA).
An employee in this job supervises environmental compliance monitoring and assessments to ensure department properties and activities comply with environmental laws, regulations, and policies. Work involves reviewing and approving recommendations made from inspection and assessment findings; directing remedial actions to correct or mitigate environmental hazards; supervising the evaluation and development of environmental management plans, policies, and procedures; evaluating the overall effectiveness of environmental programs; and maintaining a programmatic budget. Work includes supervising Environmental Specialists, DMVA. Work is assigned by an Environmental Manager, DMVA and is reviewed through reports, conferences, and results achieved.

• Supervises the inspection and assessment of departmental facilities, grounds, and programs for compliance with federal, state, local, and military environmental laws, regulations, policies, and rules.
• Oversees the development and implementation of environmental correction plans and reviews reports, findings, and recommendations provided by staff.
• Recommends policies, procedures, and use of contracted services to correct environmental deficiencies based upon laws, aggregate trends, and investigations.
• Oversees the development of policies and implementation of environmental programs involving the Clean Air Act, Clean Water Act, Safe Drinking Water Act, and Resource Conservation and Recovery Act and related environmental legislation.
• Ensures permit and formal notification requirements are met.
• Reviews changes to legislation, regulations, and policies to determine impacts on assigned program areas and develops and implements plans to address necessary changes.
• Reviews Records of Environmental Consideration, Environmental Assessments, and Environmental Impact Statements to determine the impact construction projects and military training will have on the surrounding environment and to ensure compliance with the National Environmental Policy Act (NEPA).
• Supervises the completion of Environmental Baseline Surveys in accordance with the requirements of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA).
• Oversees the implementation of corrective action plans for water quality violations related to storm water, drinking water, and wastewater.
• Supervises and coordinates the response to chemical spills and releases to ensure the event is documented and to provide direction to abatement staff.
• Supervises the enforcement of the Resource Conservation and Recovery Act (RCRA) by ensuring the proper monitoring, storage, handling, and disposal of hazardous materials and waste.
• Monitors and adjusts the storage tank program requirements for chemical storage, fuel storage, and fuel handling to improve effectiveness.
• Supervises site research through interviews and reviews of historical documents, maps, and aerial photographs.
• Manages environmental program expenses related to contracted services, equipment, and specialized mitigation needs.
• Operates motor vehicles.
• Performs the full range of supervisory duties.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of biological, chemical, and physical sciences related to environmental protection.
• Knowledge of environmental conditions and hazards and the interrelationship with ecological processes.
• Knowledge of environment laws, including the National Environmental Policy Act, the Comprehensive Environmental Response, Compensation, and Liability Act, the Clean Water Act, the Resource Conservation and Recovery Act, and related laws and regulations.
• Knowledge of environmental protection problems and issues related to air, water, storm drainage, soil, building construction, and storage tanks.
• Knowledge of the methods and equipment used in the handling, storage, and cleanup of hazardous materials.
• Knowledge of the techniques and methods used to collect and analyze environmental data.
• Knowledge of the use and functionality of Microsoft Office Suite software.
• Ability to assess facility operations, grounds, activities, and construction plans based on compliance with environmental laws and department policies.
• Ability to conduct compliance inspections and assessments.
• Ability to draft and implement environmental policies and procedures.
• Ability to interpret blueprints, building plans, and aerial photographs.
• Ability to operate motor vehicles.
• Ability to communicate effectively orally.
• Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• One year of experience as an Environmental Specialist 2, DMVA (Commonwealth title);
or
• Three years of professional environmental compliance or environmental planning experience and a bachelor’s degree in the physical, biological, or environmental sciences;
or
• An equivalent combination of experience and training.
SPECIAL REQUIREMENTS:
• All employees are required to obtain an active certification in 24-hour Hazardous Waste Operations, Procedures and Emergency Response (HAZWOPER) training within six months of hire and successfully complete an 8-hour annual HAZWOPER refresher training thereafter.
• All positions require possession of an active motor vehicle license.
