DEFINITION: This is professional managerial work directing all environmental management programs for the Department of Military and Veterans Affairs (DMVA).

The employee in this job plans, directs, coordinates, and administers the department’s environmental compliance, environmental planning, cultural resource, and ecology programs consistent with applicable laws, regulations, and National Guard Bureau requirements. Work involves directing the development and implementation of statewide environmental policy for DMVA properties; establishing and implementing the department’s long-range environmental goals; engendering support for sensitive environmental issues; reviewing proposed legislation for impact on the department’s environmental policies and programs; determining actions to mitigate or remedy major environmental issues; directing and coordinating efforts to resolve environmental enforcement actions; and prioritizing environmental initiatives and associated funding to maximize resources and meet long-term goals. Work includes advising senior federal and DMVA officials regarding controversial or sensitive environmental policy issues, including potential impact upon persons and property. Supervision is exercised over division chiefs and administrative staff. Work is assigned by the Deputy for Facilities and Engineering, DMVA and is reviewed through reports, conferences, and results achieved.

• Directs the development and implementation of new or revised departmental policies to address environmental program deficiencies and to comply with new legal requirements.

• Directs the development and implementation of policies and procedures to control or abate environmental hazards at the department’s facilities and grounds.

• Oversees compliance with environmental laws, policies, and programs for all Pennsylvania Army National Guard readiness centers, maintenance shops, airfields, local training centers, and Fort Indiantown Gap; provides support to the veterans’ homes and Pennsylvania Air National Guard air bases, as requested.

• Plans and directs, through subordinate managers, long-range environmental programs that incorporate the requirements of the Environmental Protection Agency, the Pennsylvania Department of Environmental Protection, and the National Guard Bureau.

• Directs environmental compliance programs consistent with the Resource Conservation and Recovery Act (RCRA), the Clean Water Act, and Air Quality Management requirements.

• Directs environmental planning programs in compliance with the National Environmental Policy Act (NEPA), the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), and Environmental Performance Assessment System (EPAS) requirements.

• Directs a statewide cultural resources program, including the development of the Department’s Integrated Cultural Resource Management Plan (ICRMP), in compliance with National Historic Preservation Act, Archaeological Resources Protection Act, and Native American Graves Protection and Repatriation Act requirements.

• Directs the operation of the Fort Indiantown Gap Military Museum and historical displays at facilities across the commonwealth.

• Directs statewide ecology programs for forest and wildlife management, including the development of the department’s Integrated Natural Resources Management Plan (INRMP) in compliance with Endangered Species Act and Sikes Act requirements.

• Directs conservation efforts to support the Pennsylvania Natural Heritage Program (PNHP) for species of concern in Pennsylvania.

• Directs Planning Level Surveys to assess, research, and study ecosystems and natural resources.

• Directs the Army Compatible Use Buffer (ACUB) Program to limit encroachments and other constraints on military training, testing, and operations by establishing buffers to protect the Fort Indiantown Gap installation from incompatible development.

• Directs the response to environmental enforcement actions to include notices of violations, field orders, consent agreements, penalty assessments, and fines of a civil or criminal nature.

• Oversees environmental report reviews and ensures that appropriate notifications are submitted to local, state, and federal agencies.

• Liaisons with government officials and the public regarding the most complex and sensitive agency environmental issues.

• Promotes a positive understanding of the department’s environmental program goals and objectives with conservation organizations, regulatory agencies, and the public.

• Oversees the issuance of resources to respond to spills, releases, or other events that endanger the health and safety of individuals or cause harm to the environment.

• Estimates annual budget requirements based upon projected environmental program changes and anticipated operational needs.

• Performs the full range of supervisory duties.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the biological, chemical, and physical sciences related to environmental management.

• Knowledge of environmental relationships and ecologic processes.

• Knowledge of the requirements of the National Environmental Policy Act.

• Knowledge of the requirements of the Comprehensive Environmental Response, Compensation, and Liability Act.

• Knowledge of the requirements of the Clean Water Act.

• Knowledge of the requirements of the Resource Conservation and Recovery Act.

• Knowledge of program evaluation methodology.

• Knowledge of environmental protection problems and issues related to air, water, storm drainage, soil, forestry, wildlife, building construction, and storage tanks.

• Knowledge of the Endangered Species Act.

• Knowledge of budgeting principles and practices.

• Knowledge of the principles and practices of employee supervision.

• Knowledge of the use and functionality of Microsoft Office Suite software.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Eight years of professional environmental protection program or professional ecological program experience, including two years in a management or supervisory capacity; and a bachelor’s degree, which includes 24 credits in the physical, biological, or environmental sciences;

or

• An equivalent combination of professional experience and training, including two years in a managerial or supervisory capacity and 24 college credits in the physical, biological, or environmental sciences.
