JOB TITLE: DIRECTOR, BUREAU OF CLEAN WATER, DEP

DEFINITION: This is professional managerial work directing the activities of the Bureau of Clean Water in the Department of Environmental Protection.

The employee in this job directs the activities of a professional and technical staff engaged in a variety of duties involving water quality and wastewater management. Work involves developing policies, goals, objectives, and priorities for the statewide water quality, stormwater, and wastewater management programs; developing and implementing rules, regulations, policies, procedures, standards, and guidelines; reviewing proposed legislation for possible impact on the program; and determining and preparing budgetary requests. Important aspects of the work include integrating functions such as permitting and compliance monitoring across the program and directing the establishment of water quality objectives for programs that are delegated to the Commonwealth by the federal government. Work is assigned in the form of broad goals and objectives, and the employee exercises considerable independent judgment in determining specific goals, objectives, and program priorities. Work is reviewed upon completion by the Deputy Secretary for Water Programs through reports and conferences for the attainment of goals and objectives and overall program quality.

• Directs the planning, development, implementation, coordination, and evaluation of statewide water quality and wastewater management programs.

• Directs the planning, development, implementation, coordination, and evaluation of the National Pollutant Discharge Elimination System (NPDES) program, including monitoring and surveillance activities, compliance, enforcement, and information systems management.

• Directs the planning, development, and implementation of statewide water quality standards and the water quality toxics management strategy, monitoring, assessment, and Total Maximum Daily Load (TMDL) programs for the waters of the Commonwealth.

• Directs the development of statewide policies, technical guidance, and procedures for permitting, monitoring, inspection, enforcement, and technical assistance activities involving wastewater treatment facilities, sewage facilities planning, stormwater discharges, and the land application of biosolids.

• Directs the technical and administrative components of grant and reimbursement programs for the funding of stormwater and wastewater infrastructure improvement projects.

• Directs technical assistance and outreach programs to optimize management and operations capabilities at wastewater treatment facilities.

• Directs the planning, development, and implementation of the Nutrient Trading Program.

• Reviews and analyzes activity reports to determine work being performed, program trends, and program effectiveness.

• Develops and prepares budget and re-budget requests.

• Directs the development of legislative and regulatory initiatives and reviews and makes position recommendations on proposed legislation affecting bureau programs.

• Serves as an expert and material witness representing the Department in litigation matters and providing technical and policy consultation to other program areas.

• Provides advice and information to program staff, state and local officials, the regulated community, and the public regarding departmental functions, programs, rules, regulations, policies, and procedures relating to water quality, stormwater, and wastewater management programs.

• Represents the bureau or deputate in dealings with federal officials, interstate agencies, agencies in other states, and other commonwealth agencies; and as a member of statewide, regional, or national professional organizations.

• Develops and delivers speeches and presentations to special interest groups, legislators, media, and the public on bureau programs.

• Travels to various field sites.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of state and federal laws, rules, regulations, policies, and procedures governing water quality, stormwater, and wastewater management.

• Knowledge of engineering, hydrologic, and geologic principles.

• Knowledge of engineering designs and treatment technologies utilized in stormwater and wastewater management programs.

• Knowledge of the biological, chemical, and physical sciences related to water quality and wastewater management.

• Knowledge of programmatic conflict resolution techniques.

• Knowledge of the principles and practices of employee supervision.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to read and interpret administrative rules, federal and state statutes, regulations, policies, and procedures.

• Ability to read and interpret engineering designs, scientific and technical reports, design plans, and specifications.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Nine years of professional experience in an engineering field and coordinating environmental protection-related programs that include four years of managerial experience in a water management regulatory program, and a bachelor’s degree in a civil or environmental engineering field or related discipline;

or

• An equivalent combination of experience and training that includes four years of professional environmental protection managerial experience in a water management regulatory program.

SPECIAL REQUIREMENT:

• This position requires possession of an active Professional Engineer license issued by the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists or a reciprocal jurisdiction.
