JOB TITLE: DIRECTOR, BUREAU OF FISHERIES

JOB CODE: 14790

DEFINITION: This is administrative and advanced professional work in fisheries biology, fisheries research, and fisheries management in the Pennsylvania Fish and Boat Commission.

The employee in this job plans, directs, and coordinates the statewide research, management, conservation, and protection of fish, fisheries, reptiles, amphibians, and other aquatic organisms and their habitats. Work involves developing policies, procedures, and standards for program operations; providing professional advice for complex fisheries problems; making final technical determinations in the development and implementation of program areas; and developing recommendations for legislation, regulations, and policies. Supervision is exercised over a staff of professional supervisory biologists. Work is performed independently, using professional judgment, under the general direction of an agency executive for results attained and adherence to applicable laws, regulations, and policies.

• Plans and directs the statewide fisheries biology, fisheries research, and fisheries management programs.

• Develops, interprets, and recommends changes in the laws, regulations, and policies governing the statewide fisheries programs.

• Directs the agency’s permit review process to ensure the protection of aquatic resources.

• Directs the development and implementation of stream and lake habit restoration and enhancement projects.

• Advises and confers with governmental agencies, conservation groups, sporting organizations, industry representatives, and the public on fisheries issues.

• Advises agency executives and Commissioners on technical fisheries matters.

• Represents the agency on interstate and intrastate fisheries management committees and work groups.

• Speaks before various groups on the commonwealth’s fisheries programs.

• Provides expert testimony at hearings on fisheries biology matters.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and practices of fisheries biology.

• Knowledge of federal and state laws and policies relating to fisheries management, fisheries research, and fisheries biology.

• Knowledge of the principles and procedures used for conducting studies and surveys of fish population, health, and habitats.

• Knowledge of the life history and environmental requirements of Pennsylvania sport fishes.

• Knowledge of the causes of water quality problems.

• Knowledge of land use patterns and effects on the aquatic environment.

• Knowledge of the principles and practices of employee supervision.

• Ability to apply mathematics and statistics to biological data.

• Ability to assemble and organize scientific data, to make analyses, and to prepare report of findings.

• Ability to analyze written and numerical information.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Six years of professional experience in fisheries biology, aquatic biology, aquatic ecology, or related fields, including two years of managerial experience, and a master’s degree in aquatic biology, aquatic ecology, fisheries biology, or a closely related field;

or

• An equivalent combination of experience and training.

SPECIAL REQUIREMENT:

• This position requires possession of an active Pennsylvania non-commercial Class C driver’s license or equivalent.
