MATERIALS SUPERVISOR

DEFINITION: This is supervisory work in the testing and control of construction and maintenance materials.

An employee in this class is responsible for supervising the testing of construction materials. Work involves outlining procedures for subordinate technicians, reviewing and monitoring work and test results, interpreting specifications for materials testing and determining procedures where standard operations
cannot be used. Assignments require independent judgment in planning work details and making technical decisions to achieve valid results. Work is performed with considerable independence and is reviewed by a technical supervisor for quality and adherence to established technical standards.

EXAMPLES OF WORK: Resolves problems associated with materials control in an engineering district by interpreting specifications, training district inspection personnel in the sampling of materials at manufacturing plants and construction sites, and recommending corrective action to resolve routine materials
problems when materials are not acceptable.

Assists in supervising the operations of a central and field laboratory responsible for controlling the quality of a large variety of construction materials.

Coordinates work of unit or organization with other units or organizations.

Interprets rules, regulations, policies, standards, and objectives of the organization or program to subordinates.

Interprets contractual and administrative rights and obligations for employees and modifies work environment or process to conform to changing conditions.

Receives grievances and complaints, conducts initial investigation into causes and conditions, discusses with employee, and resolves or recommends resolution to grievance or complaint.

Reviews and evaluates the educational training needs of subordinates; plans and conducts training; demonstrates more efficient work methods, and arranges for further education and training.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the standards, specifications, and techniques required in the testing of construction materials.

Knowledge of the characteristics and properties of natural and manufactured materials used in highway construction.

Knowledge of the techniques used in lifting samples for testing.

Knowledge of algebra, inorganic chemistry and physics, as required.

Ability to apply a variety of procedures and techniques in performing tests.

Ability to use complex construction materials testing and repair equipment.

Ability to interpret technical literature and specifications related to materials testing.

Ability to supervise the work of a group of technical employees.

Ability to prepare clear and comprehensive technical reports.

Ability to establish and maintain effective working relationships with associates and materials manufacturers.

MINIMUM EXPERIENCE AND TRAINING: One year as a Materials Technicians 2.

Three years of experience in the testing of materials use in highway, bridge, building, hydraulic or similar construction projects and graduation from high school.

                                                                                                                                                   or

Two years of experience in the testing of materials used in highway, bridge, building, hydraulic or similar construction projects, and an Associate's Degree in engineering or in a closely related field.

                                                                                                                                                  or

Any equivalent combination of experience and training.
