METROLOGY SUPERVISOR

DEFINITION: This is professional and technical supervisory work in the operation of the Pennsylvania Standards Laboratory within the Department of General Services.

The employee in this job is responsible for planning, organizing, and directing staff working in the state metrology laboratory. Work includes supervising staff responsible for the calibration and certification of weights and measures used throughout the Commonwealth to ensure compliance with the standards of the National Institute of Standards and Technology (NIST). The employee in this job is also responsible for ensuring the Pennsylvania Standards Laboratory remains in compliance with the protocols and requirements established by NIST. Supervision is exercised over technical and clerical staff. Work is performed under the general supervision of the Quality Assurance Manager, DGS, and is reviewed for adherence to established goals and objectives and desired results.

EXAMPLES OF WORK: Supervises subordinate Metrologists responsible for the certification and calibration of weights and measures used by state and local weights and measures inspectors, law enforcement agencies, and private sector firms.

Supervises precision calibrations and tolerance tests on standards of mass, length, volume and time.

Supervises the maintenance of the primary state standards for mass, length, volume, and time, as well as supplementary equipment to ensure current traceability to the NIST.

Oversees and provides consultative services on weighing and measuring to quality control engineers and other industry representatives.

Ensures state standards of weights and measures are used to compare, test, calibrate and certify or reject field and industrial standards.

Participates in the Northeastern Measurement Assurance Program, a regional organization of the U.S. Department of Commerce, National Institute of Standards and Technology, Weights and Measures Division, to aid in the continuing evaluation of the Pennsylvania Standards Laboratory's control measurements.

Supervises the certification of wheel load weight measuring equipment used by the Pennsylvania State Police and municipal police departments in enforcing vehicle weight laws.

Carries out liaison duties with the Pennsylvania Department of Agriculture, Bureau of Ride and Measurement Standards.

Prepares budget recommendations for staffing, training, office equipment and supplies.

Supervises the collection of fees for services performed by the Pennsylvania Standards Laboratory.

Performs the full range of supervisory duties.

The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

Performs related duties as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of methods and procedures used in a metrology laboratory.

Knowledge of the methods and techniques used to perform calibration and tolerance tests on precision standards of mass, length, volume and time.

Knowledge and use of information technology equipment and software in the field of metrology.

Knowledge of laws, rules, regulations and policies dealing with the maintenance and use of weight and measurement standards.

Knowledge of the conversion of laboratory measurement units.

Ability to analyze and interpret policies, procedures, and laws and regulations applicable to the operation of a metrology laboratory.

Ability to analyze and interpret technical metrology data, standards and grade levels.

Ability to interpret statistical formulas applicable to metrology.

Ability to perform algebraic and statistical computations applicable to metrology.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: One year as a Metrologist;

                                                                                                                                              or

Two years of professional metrology laboratory experience, and a bachelor's degree in engineering, physics, mathematics, or metrology;

                                                                                                                                             or

Four years of professional metrology laboratory experience, and an associate’s degree in engineering, physics, mathematics, or metrology;

                                                                                                                                            or

An equivalent combination of experience and training.

NECESSARY SPECIAL REQUIREMENT: Completion of the Basic Metrology Seminar (States) and the associated Basic Laboratory Auditing Program problems offered by the U.S. Department of Commerce, National Institute of Standards and Technology.
