JOB TITLE: CHIEF OF PROGRAM DEVELOPMENT, TRANSPORTATION

DEFINITION: This is responsible managerial and administrative work in the development of comprehensive transportation programs in the Department of Transportation.

The employee in this job is responsible for directing, through subordinate supervisors and managers, the development of comprehensive programs for transportation activities in the areas of construction, maintenance, safety and capacity improvements, rail, air, and public transportation; establishing program priorities within existing financial constraints; coordinating the integration of specific project developments within the program framework; and performing program analysis through development of options which include projects from various department program areas. Work involves intensive coordination throughout the department's organizational structure to achieve cooperation and ensure a cohesive, effective and efficient transportation program. Work is assigned in terms of broad objectives and goals and is reviewed through program achievements.

• Directs the development, coordination, and implementation of the department’s annual work programs, such as Interstate and Appalachian completion, safety, operations improvements, restoration, rehabilitation and resurfacing, and local and public transportation activities.

• Coordinates the department's transportation planning and project implementation programs statewide and oversees the planning and programming of state and local bridge projects and coordination of new initiatives.

• Oversees communication with Metropolitan Planning Organizations (MPOs) and Rural Planning Organizations (RPOs) to reach decisions on all transportation programs and other issues impacting program development.

• Develops specific projects within the framework of annual work programs in conjunction with department managers and program personnel in Planning, Highway Administration, Multi-Modal Transportation, and Administration.

• Directs liaison activities with other governmental agencies, planning organizations, and transit authorities to explain program parameters, options, and priorities, and solicit cooperation and coordinate diverse activities.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and practices of transportation planning and programming.

• Knowledge of the requirements and procedures for obtaining, documenting, and making effective use of funding for transportation projects and programs.

• Knowledge of project planning methods and techniques.

• Knowledge of algebra.

• Knowledge of basic statistics and statistical sampling techniques.

• Knowledge of the principles and practices of effective supervision and program management.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES: (NOTE: These are expected of an employee performing the work of this job at the full performance level. • Knowledge of commonwealth budgeting policies and procedures.

• Knowledge of the principles and practices of engineering as applied to transportation projects and programs.

• Ability to develop, interpret and implement policies and procedures, and analyze and evaluate the effectiveness of programs.

• Ability to coordinate the activities of program areas and resolve conflicts as necessary.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Two years as a Transportation Planning Manager;

or

• Five years of professional transportation planning, transportation administration, or transportation engineering experience, which includes two years in a supervisory capacity and a bachelor's degree in civil engineering, environmental engineering, electrical engineering, mathematics, statistics, planning, computer science, or geography;

or

• An equivalent combination of experience and training.
