JOB TITLE: DIRECTOR, BUREAU OF PLANNING AND RESEARCH, TRANSPORTATION

DEFINITION: This is highly responsible managerial work planning and directing the activities of the Bureau of Planning and Research in the Department of Transportation.

The employee in this job directs the department’s research program by identifying and implementing initiatives aimed at making maximum use of data in existing department information systems. Work involves conducting data collection activities, reporting on the condition and performance of transportation systems, maintaining and enhancing decision support systems, providing cartographic information products including all official transportation system maps, and developing Geographic Information Systems (GIS) for the department and other commonwealth agencies. Work also involves overseeing the department’s local technical assistance programs, the State Transportation Innovation Council (STIC), municipal outreach activities, and the collection of highway travel data and performance statistics information. Work is performed with considerable independence and is evaluated by the Deputy Secretary for Planning through reviews and reports to determine program effectiveness.

EXAMPLES OF WORK: (NOTE: The examples of work are representative of the work, but every position classified to this job may not perform all examples of work listed. Conversely, this is not an all-inclusive list of work examples.):

• Plans, directs, and administers activities which support department-wide program management in the areas of research, local technical assistance, performance monitoring, highway travel data collection, development and demonstration, GIS, and cartographic information.

• Assigns work to subordinates in the form of programs or broad objectives and determines bureau priorities in accordance with overall department objectives.

• Confers with top level management officials, bureau directors, district officials, and various other technical personnel to review work priorities and resolve issues related to services provided by assigned staff.

• Keeps abreast of overall planning requirements in the department to determine optimal allocation of available staff time.

• Directs the development and system integration of the seven transportation management and monitoring systems in accordance with federal legislated requirements (congestion management, intermodal management, public transportation management, bridge management, pavement management, safety management, and highway traffic monitoring).

• Directs the development of Pennsylvania's National Highway System for Congressional approval.

• Directs the development of the department’s GIS.

• Directs the preparation of various reports to evaluate the performance of transportation systems.

• Directs the department's research program, STIC, municipal outreach, Municipal Advisory Committee, new products for low volume roads program, and Local Technical Assistance Program.

• Provides support for the department's policy development activities related to motor carrier issues, including state-of-the-art truck monitoring technology such as weigh-in-motion and automatic vehicle identification.

• Directs the collection and analysis of traffic and transportation systems performance data for public information, planning, and design purposes.

• Directs the department's cartographic information functions that provide a variety of maps and graphics used by the general public, municipalities, and state and federal agencies.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of principles and objectives of transportation planning and programming.

• Knowledge of requirements and procedures for obtaining, documenting, and making effective use of funding for transportation projects and programs.

• Knowledge of project planning methods and techniques.

• Knowledge of the techniques of collection, validation, analysis, and projection of transportation planning data.

• Knowledge of demographic, socio-economic, and land use survey methods and analytical techniques.

• Knowledge of statistical sampling techniques.

• Knowledge of the principles and practices of effective supervision.

• Ability to read and interpret written materials, such as policies and procedures.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

FULL PERFORMANCE KNOWLEDGES, SKILLS, AND ABILITIES: (NOTE: These are expected of an employee performing the work of this job at the full performance level. MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Eight years of professional transportation engineering or transportation planning experience, which includes four years in supervisory capacity; and a bachelor's degree in civil engineering, environmental engineering, electrical engineering, mathematics, statistics, planning, computer science, geography, business administration, or science.
