DIRECTOR, CENTER FOR PRIVATE FINANCING

DEFINITION:

This is highly responsible professional and administrative work directing and promoting bond financing programs within the Department of Community and Economic Development.

An employee in this job is responsible for directing and administering bond financing programs attracting, promoting, and encouraging manufacturing, industrial, commercial, and other economic development opportunities. Programs include the Pennsylvania Economic Development Financing Authority, taxable and tax-exempt; Pennsylvania Community Development Bank Program, Pennsylvania Capital Access Program, and the Industrial Development Authority Bond Program. Work involves directing and supervising the review and evaluation of project applications and bond requests; preparing and tracking cash flow statements and allocation reports, including county summaries; coordinating project funding using local, state, and federal financing programs; reviewing program policies and implementing recommendations to improve program performance and productivity; and identifying, interpreting, and implementing new program legislative initiatives. Supervision is exercised over a professional and clerical staff. General objectives are received from the Deputy Secretary for Business Assistance who reviews work discussions, written reports, and program effectiveness in accordance with performance objectives and standards.

EXAMPLES OF WORK:

Directs and supervises the review and evaluation of project applications and the maintenance of the application tracking system.

Directs and supervises the preparation of cash flow reports and allocation reports including county summaries.

Directs and supervises efforts to coordinate project funding among local, state, and federal financing programs.

Reviews programs and policies; recommends and implements changes to improve program performance and productivity.

Serves on the Board of the Pennsylvania Energy Development Authority.

Identifies, interprets, and implements new program and legislative initiatives.

Plans, monitors, and maintains bureau budget, program accounts, projections, and the program work plan.

Interprets rules, regulations, policies, procedures, objectives, and performance standards for subordinates.

Performs the full range of supervisory duties.

An employee in this job may participate in the performance of their subordinates' work consistent with operational or organizational requirements.

Performs other related duties as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES:

Knowledge of the principles, practices, and objectives of federal, state, local and private financial assistance programs related to economic development.

Knowledge of general business principles and practices applied in the organization and management of economic enterprises.

Knowledge of current lending principles, practices, and procedures.

Knowledge of lobby groups and legislation affecting economic development.

Knowledge of the principles and practices of employee supervision.

Ability to evaluate all aspects of applications for loans.

Ability to establish and maintain effective working relationships.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING:

Two years of professional experience involving the administration of a bond financing program, including one year in a supervisory capacity; and a bachelor's degree in public or business administration or closely related field;
