EXECUTIVE POLICY SPECIALIST 2

DEFINITION: This is professional policy analysis and development work in the Policy Office of a state agency or in the Governor's Policy Office.

An employee in this class is responsible for reviewing assigned segments of state programs related to a cluster of governmental services, or reviewing major service areas through study of selected specialist programs. Work involves designing and conducting studies of programs and policy issues, legislation, and program impacts to develop executive policy recommendations. Work also involves meeting with state and Federal officials to gather information and identify program and program policy conflicts in a specialized governmental service area; and providing guidance to agency program managers in the development of programs and initiatives consistent with the priorities established by the Governor. Employee also interacts with agency and Governor's Policy Office representatives to discuss implementation of critical policy changes including legislative initiatives and overall agency goals. Projects are assigned in terms of objectives and desired outputs, and are reviewed by a policy manager for logic and consistency with administration policy. Work is reviewed through conferences and reports.

EXAMPLES OF WORK: Confers with Federal, state and local officials to gather information and identify areas of program and program policy conflict in specialized segments of governmental services.

Reviews selected state programs in a specific area of governmental services, and develops executive policy recommendations as part of a multi-agency study.

Designs and conducts research on selected specialized policy issues and develops formal recommendations.

Provides input on information submitted to legislative committees as to interpretation of policy recommendations.

Reviews programs and other government initiatives, and comments on proposed legislation impacting upon local government to insure compatibility with state policies.

Acts as lead analyst on selected projects, and is responsible for project results.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and methodology used in the collection, analysis, and presentation of statistical, economic and administrative data.

Knowledge of techniques used in policy research, program analysis and planning.

Knowledge of the structure and operations of state government, and its relationship to Federal, regional and local governments.

Knowledge of the social and economic programs of state government, and the laws and regulations governing state agencies and programs.

Knowledge of the Legislative process, and the authority and responsibility of various legislative committees.

Ability to conceive, identify and analyze highly complex policy issues and design and conduct research studies, and develop recommendations.

Ability to present complex policy recommendations involving social and economic impacts, in a form conducive to program modification and/or development.

Ability to establish and maintain effective working relationships with members of the legislative and executive branches of state government, and with officials of Federal, regional and local governmental units.

MINIMUM EXPERIENCE AND TRAINING: One year as an Executive Policy Specialist 1.

Two years of policy analysis and planning experience; and a master's degree in policy analysis and planning, public administration, or a closely related field.

Four years of policy analysis and planning experience; and a bachelor's degree in policy analysis and planning, public administration, or a closely related field.

Any equivalent combination of experience and training.
