EXECUTIVE POLICY MANAGER 2

DEFINITION: This is highly responsible policy analysis and development work in the Policy Office of a state agency.

An employee in this class is responsible for reviewing diverse governmental programs for a large complex agency or cluster of agencies, and developing executive policy recommendations for the Governor's consideration. Work involves meeting with Cabinet level officials to gather information and resolve issues of program and program policy conflict where several agencies have overlapping responsibilities. Employees are recognized experts in executive policy analysis and development, and provide direct input to the Governor's Policy Office on policy planning. Employees supervise a small staff of policy specialists. Work is performed with considerable independence and is distinguished from the lower class by the freedom to make decisions at meetings, the diversity and complexity of the policy issues, and freedom to act in resolving program conflicts at the cabinet level. Work is reviewed by the department head and the Governor's Policy Office through conferences and project reports.

EXAMPLES OF WORK: Confers with cabinet level officials, the Governor's Policy Office, and other Commonwealth executives, to gather information and resolve program and program policy conflicts.

Reviews diverse governmental programs (including Federal and state initiatives), economic and social trends, and develops strategies to accommodate projected state needs.

Designs and conducts research on the most complex policy issues and develops recommendations for the Governor's consideration.

Appears before Legislative committees to explain government policies and describe considerations weighed in the policy development process.

Reviews programs, proposed legislation and other government initiatives of the local level to insure compatibility with state programs and initiatives.

Supervises and directs the work of policy specialists.

Performs related duties as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Expert knowledge of the principles and methodology used in the collection, analysis, and presentation of statistical, economic and administrative data.

Expert knowledge of techniques used in policy research, program analysis and planning.

Knowledge of the structure and operations of state government, and its relationship to Federal, regional and local governments.

Knowledge of the social and economic programs of state government, and the laws and regulations governing state agencies and program.

Knowledge of the Legislative process, and the authority and responsibility of various legislative committees.

Knowledge of the principles and practices of supervision and office management.

Ability to conceive, identify and analyze highly complex policy issues and design and conduct research studies, and develop recommendations.

Ability to present complex policy recommendations involving social and economic impacts, in a form conducive to program modification and/or development.

Ability to establish and maintain effective working relationships with members of the legislative and executive branches of state government, and with officials of Federal, regional and local governmental units.

Ability to express ideas clearly and effectively, orally and in writing.

MINIMUM EXPERIENCE AND TRAINING: One year as an Executive Policy Manager 1.

Five years of policy analysis and planning experience; and a master's degree in policy analysis and planning, public administration, or a closely related field.
