RIGHT-OF-WAY ADMINISTRATOR 2

DEFINITION: This is administrative work in acquiring rights-of-way and real property for highway construction.

An employee in this class directs all right-of-way activities within an assigned highway engineering district to secure legal rights-of-way for highway construction purposes, or performs managerial work of equivalent complexity in a central office staff capacity. In a highway engineering district, employees supervise a large technical and clerical staff engaged in activities necessary to acquire, manage, and dispose of real property involved in engineering projects. Staff assignments include such activities as providing operational guidance to assigned field offices on all aspects of right-of-way activities and assuring the timely completion of projects, or directing a statewide real property appraisal program. Work is assigned in broad outline by an administrative superior and is reviewed for overall effectiveness, attainment of objectives, and adherence to agency policies.

EXAMPLES OF WORK: Supervises all activities necessary for the acquisition of rights-of-way for highway construction purposes in a highway engineering district.

Directs the final statewide review of right-of-way property damage appraisals prepared by highway district personnel and independent fee appraisers.

Advises and assists a highway district engineer in formulating proposals and recommending procedures pertaining to right-of-way activities.

Expedites right-of-way activities in an assigned area of the state and assures work is accomplished in accordance with established principles, procedures, and techniques.

Makes recommendations to district right-of-way directors to improve their operations and provides assistance in resolving difficult and unusual problems.

Coordinates right-of-way activities with highway district location, design, and construction engineering functions.

Maintains effective working relationships with the public and government officials.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and techniques of real property appraisal utilized in acquiring property for public
use.

Knowledge of the methods used in the settlement of property damage claims and other general technical activities common to the acquisition of property for
public use.

Knowledge of state laws and regulations pertaining to real estate, conveyances, easements, and eminent domain.

Knowledge of the legal instruments effecting the transfer, sale, and lease of real property.

Knowledge of the principles of effective supervision.

Knowledge of the technical aspects of right-of-way location, condemnation plan interpretation, interests to be acquired, and cost estimating.

Knowledge of the principles and practices of public administration.

Ability to plan, organize, coordinate, and direct the work of a large staff of technical and clerical employees.

Ability to effect final settlements of property damage claims or title transfers.

Ability to communicate effectively, orally and in writing.

Ability to establish and maintain effective working relationships with associates, property owners, the general public, and government officials.

MINIMUM EXPERIENCE AND TRAINING: One year as a Right- of-Way Administrator 1;

or

One year as a Real Estate Appraiser Supervisor or as Real Estate Appraiser 3;

or

Five years of progressively responsible technical experience in real estate work, including two years in a supervisory capacity; and a Bachelor's Degree.

or

Six years of progressively responsible technical experience in real estate work, including two years in a supervisory capacity; and an associate degree, or
satisfactory completion of two years of college.

or

Any equivalent combination of experience and training.
