RIGHT-OF-WAY ADMINISTRATOR 3

DEFINITION: This is administrative work in directing the acquisition of right- of-way and real property for highway construction.

An employee in this class directs all field activities in an assigned geographic portion of the state in order to secure legal rights-of-way for highway construction purposes. Emphasis is placed upon expediting priority projects and resolving unusual or difficult problems. Recommendations and decisions have broad programmatic impact and affect the overall right-of-way acquisition program. Supervision is exercised over technical employees assisting in directing controlling field activities. General administrative instructions are received in the form of agency and Federal policies, objectives, or needs and employees proceed with considerable independence in accomplishing the objectives or assigned program or projects. Work is reviewed by an administrative superior for adherence to policies and objectives, attainment of goals, and overall effectiveness.

EXAMPLES OF WORK: In an assigned geographic portion of the state, coordinates and controls all activities involving right-of-way acquisition and clearance; provides functional guidance in any operational matter to expedite projects or programs.

Reviews recommended claims settlement submitted by field offices.

Reviews right-of-way reports and recommendations on proposed highway locations and relocations and coordinates these with the appropriate engineering function.

Advises and assists district personnel in difficult and unusual appraisal and claim settlement work; reviews progress reports of right-of-way acquisition projects.

Confers with representatives of the department's legal, design, and construction units, political subdivisions, and Federal agencies on right-of-way matters.

Develops new procedures and reporting methods for claims settlement and appraisal activities or other related right-of-way functions.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and techniques of real property appraisal utilized in acquiring property for public
use.

Knowledge of the methods used in the settlement of property damage claims and other general technical activities common to the acquisition of property for public use.

Knowledge of state laws and regulations pertaining to real estate, conveyances, easements, and eminent domain.

Knowledge of the legal instruments effecting the transfer, sale, and lease of real property.

Knowledge of the technical aspects of right-of-way location, condemnation plan interpretation, interests to be acquired, and cost estimating.

Knowledge of the principles of effective supervision.

Knowledge of the principles and practices of public administration.

Ability to plan and direct a large staff of technical and clerical employees.

Ability to effect final settlements of property damage claims or title transfers.

Ability to communicate effectively, orally and in writing.

Ability to establish and maintain effective working relationships with associates, property owners, the general public, and government officials.

MINIMUM EXPERIENCE AND TRAINING: One year as a Right-of-Way Administrator 2;

or

Six years of progressively responsible technical experience in real estate work, including three years in a supervisory capacity; and a bachelor's degree

or

Seven years of progressively responsible technical experience in real estate work, including three years in a supervisory capacity; and an associate degree,
or satisfactory completion of two years of college.

or

Any equivalent combination of experience and training.
