UTILITY RELOCATION SPECIALIST
DEFINITION: This is specialized and advanced technical work in a Department of Transportation engineering district in the relocation and occupancy of public and private utilities in areas of proposed roadway and bridge construction.
An employee in this job is responsible for providing technical expertise and assistance on utility relocation projects to include communication, television, fiber optic, electric, gas, oil, crude products, water, steam, sanitary waste, power, and pipe-line utilities that involve the coordination of a varied schedule of utility relocation activities. Work includes relocations of utility facilities in conjunction with multi-staged highway or bridge construction operations, adjoining municipalities, substitute rights of way, multi-phased utility construction operations, relocations of transmission facilities, utility occupancy of limited access rights of way, projects involving large sections of underground utility facilities, projects involved in multiple reimbursement and cost sharing agreements, and on any project where the utility relocation activities are on a critical path. Work is differentiated from the lower level job in this series by having independent responsibility for complete complex utility relocation projects, typically with tight letting schedules. An employee in this job may function as a lead worker over technicians. Work is performed independently and is reviewed by an administrative supervisor to determine program effectiveness, adherence to agency and federal policies, and achievement of stated objectives.
EXAMPLES OF WORK: Plans feasible utility relocations on complex projects prior to completion of the final design for proposed construction. Assists in determining the need for and recommends level of Subsurface Utility Engineering (SUE).
Reviews construction plans for utility relocations involving replacements of three or more span bridges.
Reviews construction plans for utility relocations involving multiple reimbursement and cost sharing agreements.
Reviews and determines the impact a project has on large sections of existing underground utilities.
Oversees projects requiring the coordination of varied complete utility relocation projects involving multiple utility companies.
Reviews and prepares Real Property Interest packages.
Resolves project disputes between utility representatives and contractors. Reviews and evaluates Private Status requests.
Reviews preliminary cost estimates submitted by utility companies and makes recommendations to the District Utility Administrator on the approval of estimates.
Provides technical guidance to utilities and lower level utility relocation staff on aspects of utility relocation projects.
Develops and monitors utility relocation project schedules in accordance with construction project requirements.
Interprets the Federal Highway Administration’s approved certification acceptance and alternate procedures program.
Provides advice and assistance to utilities and engineering consultants in the preparation of utility relocation plans, specifications and estimates. Maintains and updates utility relocation information into the Utility Relocation Engineering Document Management System (UREDMS).
Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and practices applied in the relocation of communication, television, fiber optic, electric, gas, oil, crude products, water, steam, sanitary waste, power, and pipe-line utilities.
Knowledge of the Quality Levels of Subsurface Utility Engineering (SUE) and the process used to determine the appropriate level. Knowledge of the methods of estimating costs involved in the relocation and installation of utilities.
Knowledge of the procedures and practices applied in construction and materials inspection.
Knowledge of the laws and regulations pertaining to the relocation of public and private utilities for purposes of roadway and bridge construction.
Knowledge of the use and functionality of industry standard software application programs, such as word processing, spreadsheet, e-mail and database.
Knowledge of algebra, plane geometry and trigonometry.
Ability to read and interpret written information.
Ability to read and interpret engineering maps, plans and specifications.
Ability to communicate effectively orally.
Ability to communicate effectively in writing.
Ability to establish and maintain effective working relationships.
MINIMUM EXPERIENCE AND TRAINING: One year of experience as a Utility Relocation Technician;
or
Two years of technical utility relocation work experience and an associate’s degree in surveying, civil engineering, or in a design and drafting technology;
or
An equivalent combination of experience and training that includes two years of technical utility relocation work experience.
