UTILITY RELOCATION ADMINISTRATOR 1

DEFINITION: This is administrative and advanced technical work in the Department of Transportation’s Central Office involved in the relocation and occupancy of public and private utilities in areas of proposed roadway and bridge construction.

An employee in this job administers, coordinates, and provides project expertise and assistance in utility relocation activities in an assigned geographical area in accordance with departmental and federal policies and procedures. Work includes establishing guidelines used in developing plans and agreements with utilities; providing final approval of acquisition of substitute right of way as submitted by engineering districts to determine completeness, accuracy, feasibility, and appropriateness; and providing operational guidance to field utility relocation personnel in all phases of the Utility Relocation Program. Work also involves
recommending the development and modification of policies and procedures that guide utility relocation work in the department. Emphasis is placed upon expediting or coordinating utility relocation activities to meet engineering district and agency-wide construction priorities and schedules and providing final utility clearance assurance to the Federal Highway Administration. Work includes serving as a liaison with representatives of state and federal agencies, the department’s Office of Chief Counsel, utility companies, contractors, consulting engineers, municipal officials and other department organizations. Work is performed within guidelines and is reviewed by an administrative supervisor to determine program effectiveness, adherence to department and federal policies and achievement of stated objectives.

EXAMPLES OF WORK: Administers Central Office utility relocation activities for utility relocation projects in multiple engineering districts, which includes providing technical guidance to utilities on relocation problems.

Reviews proposed construction plans and coordinates the Utility Relocation Program with engineering districts’ construction schedules.

Provides operational guidance and acts on behalf of the Federal Highway Administration for utility relocation activities to all engineering districts within an assigned geographic area.

Participates in the development of program standards used in the preparation of utilities relocation plans.

Coordinates the preparation of cost estimates and inspection of relocation activities for compliance with agreements and occupancy permits.

Resolves disputes between utility representatives and contractors that cannot be resolved at the district level and coordinates resolution with the Federal Highway Administration, other engineering district sections, utility companies, contractors, consulting engineers, and municipal officials.

Performs a variety of complex technical duties including relocations requiring major changes in terrain or topography along areas of proposed public construction.

Conducts field visits to instruct personnel engaged in utility relocation work.

Participates in the development and annual updating of the utility relocation manual, policies and procedures.

Interprets standards and policies and assists in the negotiation of agreements with utility representatives.

Reviews proposed utility relocation plans and agreements for completeness, accuracy, feasibility, and conformity to established standards and policies and recommends approval, disapproval, or modification.

Approves and authorizes payment and requests audits on questionable billings.

Interprets regulations relating to the location of utilities in the public right of way.

Interprets and understands the Federal Highway Administration’s approved certification acceptance and alternate procedures program.

An employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

Performs the full range of supervisory duties.

Performs other related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the principles and practices applied in the relocation of communication, television, fiber optic, electric, gas, oil, crude products, water, steam, sanitary waste, power, and pipe-line utilities.

Knowledge of the methods of estimating costs involved in the relocation and installation of utilities.

Knowledge of the principles and practices used to develop program standards and operational procedures for utility relocation work.

Knowledge of utility relocation project planning methods and techniques.

Knowledge of the procedures and practices applied in construction and materials inspection.

Knowledge of the laws and regulations pertaining to the relocation of utilities for purposes of roadway and bridge construction.

Knowledge of the Quality Levels of Subsurface Utility Engineering (SUE) and the process used to determine the appropriate level.

Knowledge of algebra, plane geometry and trigonometry.

Knowledge of the use and functionality of industry standard software application programs, such as word processing, spreadsheet, e-mail and database.

Ability to read and interpret written materials.

Ability to read and interpret appropriate engineering maps, plans, and specifications.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: One year as a Utility Relocation Specialist;

Three years of utility relocation work experience and an associate’s degree in surveying, civil engineering, or in a design and drafting technology;

                                                                                                                                                     or

An equivalent combination of experience and training.
