DISTRICT UTILITY ADMINISTRATOR

DEFINITION: This is administrative, supervisory and advanced technical work in a Department of Transportation engineering district involved in the relocation and occupancy of public and private utilities in areas of proposed roadway and bridge construction.

An employee in this job administers all utility relocation activities in a Department of Transportation engineering district. Work involves reviewing and approving estimates for the removal and relocation of utility facilities as submitted by utility companies to determine completeness, accuracy, feasibility, and appropriateness; coordinating and approving the acquisition of substitute right-of-way for utility relocations; and providing operational guidance to utility relocation personnel in all phases of the utility relocation process. Work involves providing utility clearance for highway projects and serving as a liaison with representatives of state and federal agencies, utility companies, contractors, consulting engineers, municipal officials and other department organizations. Work also includes ensuring the effective implementation of department, state and federal policies and procedures for utility relocation activities. Supervision is exercised over lower-level specialists and technicians with emphasis placed upon expediting and coordinating utility relocation activities to meet engineering district construction priorities and let schedules. Work is performed within the framework of administrative guidelines and is reviewed by an administrative supervisor to determine program effectiveness, adherence to agency and federal policies and achievement of stated objectives.

EXAMPLES OF WORK: Administers all utility relocation activities within a highway engineering district that has complex utility relocation projects.

Coordinates the utility relocation program with engineering districts’ construction schedules, and reviews requests for final payment to utilities.

Oversees planning feasible utility relocations and assists utilities in developing preliminary plans and cost estimates.

Maintains liaison and coordination with Federal Highway Administration field personnel, other engineering district sections, utility companies, contractors, consulting engineers, and municipal officials to explain department policies and procedures.

Prepares and reviews utility relocation agreements and resolves disputes between utility representatives and contractors.

Reviews proposed relocation plans and utility company cost estimates for relocations requiring major changes in terrain or topography along areas of proposed roadway and bridge construction.

Assists in the development of program standards used in the preparation and negotiation of all types of utilities.

Develops and maintains a schedule of unit specifications and costs for the relocation of all types of utilities.

Interprets regulations relating to the location of utilities in the public right of way.

Participates in the development and annual updating of the utility relocation manual, policies and procedures.

Reviews proposed utility relocation plans and agreements for completeness, accuracy, feasibility, and conformity to established standards and policies and recommends approval, disapproval, or modification.

Reviews and approves requests for final payment submitted by utilities. Interprets the Federal Highway Administration’s approved certification acceptance and alternate procedures program.

An employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

Performs the full range of supervisory duties.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES: Knowledge of the principles and practices applied in the relocation of communication, television, fiber optic, electric, gas, oil, crude products, water, steam, sanitary waste, power, and pipe-line utilities.

Knowledge of the Quality Levels of Subsurface Utility Engineering (SUE) and the process used to determine the appropriate level.

Knowledge of the methods of estimating costs involved in the relocation and installation of utilities.

Knowledge of the principles and practices used to develop program standards and operational procedures for utility relocation work.

Knowledge of utility relocation project planning methods and techniques.

Knowledge of the procedures and practices applied in construction and materials inspection.

Knowledge of laws and regulations pertaining to the relocation of utilities for purposes of highway and bridge construction.

Knowledge of algebra, plane geometry and trigonometry.

Knowledge of the use and functionality of industry standard software application programs, such as word processing, spreadsheet, e-mail and database.

Ability to read and interpret written information.

Ability to read and interpret appropriate engineering maps, plans, and specifications.

Ability to effectively communicate orally.

Ability to effectively communicate in writing.

Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: One year as a Utility Relocation Administrator 1;

                                                                                                                                                            or

Two years of experience as a Utility Relocation Specialist;

                                                                                                                                                           or

Four years of utility relocation work experience and an associate’s degree in surveying, civil engineering, or in a design and drafting technology;

                                                                                                                                                          or

An equivalent combination of experience and training.
