JOB TITLE: LAW ENFORCEMENT TRAINING MANAGER

JOB CODE: 17680

DEFINITION: This is managerial work overseeing specialized training provided to law enforcement staff by the Pennsylvania Department of Education (PDE).

The employee in this job directs a comprehensive statewide training program designed to improve the effectiveness of law enforcement services. Work involves directing the development, implementation, and interpretation of program policies and procedures; developing standard operating manuals and publications; overseeing the development and facilitation of training materials and courses; coordinating program activities with other disciplines; recommending program goals and objectives; applying for and administering federal grants for specialized consultative services; and representing the department on committees, councils, and task forces regarding law enforcement and law enforcement training. Work also involves writing and reviewing staff reports and other documents for executive staff and other public officials. Work is assigned in the form of broad policy statements and program objectives by an administrative supervisor and is reviewed upon completion for attainment of goals, timeliness, and effectiveness of results.

• Directs a statewide program that provides various trainings to law enforcement staff.

• Oversees the collection of data on problems facing law enforcement agencies throughout the commonwealth.

• Directs the development, implementation, and evaluation of recommendations in the form of reports or direct technical assistance to law enforcement agencies.

• Coordinates consultative services and work activities with other divisions, the public, federal, state, regional, and local agencies.

• Assists in the interpretation, implementation, and formulation of organizational and operational policies, methods, and procedures.

• Prepares and reviews written and oral reports for executive staff.

• Advises administrators on legislation required for achieving program goals and objectives.

• Applies for and administers federal grants for specialized consultative services.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates' work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and practices of law enforcement administration and operations.

• Knowledge of federal laws and programs impacting law enforcement and law enforcement training.

• Knowledge of informational materials and services related to law enforcement training.

• Knowledge of report writing principles and techniques.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to gather, analyze, and interpret data.

• Ability to develop, conduct, and evaluate law enforcement training programs.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively in writing.

• Ability to communicate effectively orally.

• Knowledge of the PDE state-wide law enforcement training program and related training opportunities available to law enforcement staff.

• Knowledge of the principles and practices of grant administration.

• Knowledge of the principles and practices of employee supervision.

• Ability to develop and direct the development of training program materials.

• Ability to manage and prioritize projects based on limited resource availability.

• Ability to evaluate and implement new training methods and techniques.

• Ability to coordinate specialized training efforts with state, federal, and private entities.

• Ability to develop program policy, goals, and objectives.

• Ability to recommend effective solutions to law enforcement training issues.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Five years of professional experience in law enforcement training and curriculum development or law enforcement administration, and a bachelor's degree in criminal justice, criminology, police science, law, law enforcement, or a related field;

or

• An equivalent combination of experience and training that includes three years of professional experience in law enforcement training and curriculum development or law enforcement administration.

SPECIAL REQUIREMENTS:

• The employee in this job must possess a valid Title 67, Section 77.23, of the Department of Transportation and Department of Health regulations Breath Test Operator certificate; and one or more of the following:

Certificate of successful completion of a police instructor development course;

or

Certificate of successful completion of a Collision Reconstruction course;

or

One year of interviewing experience with polygraph training;

or

Certificate of successful completion of a Standardized Field Sobriety Testing Instructor course.
