DEFINITION: This is responsible administrative and managerial work serving as the Assistant Director of the Bureau of Career and Technical Education in the Pennsylvania Department of Education (PDE).
The employee in this job develops and implements administrative and fiscal policy for state, regional, and local programs and directs the operation of PDE’s Career and Technical Education Centers of Excellence. Work involves developing, reviewing, evaluating, and amending bureau fiscal plans, subsidy budgets, and grant programs; evaluating program compliance with federal and state laws; and recommending policy additions or revisions. Work includes developing and implementing secondary, post-secondary, and adult education career and technical education initiatives. Supervision is exercised over a staff of professional employees. Work is performed with considerable independence and is reviewed by the Director, Bureau of Career and Technical Education through conferences and written reports for program effectiveness and goal attainment.

• Directs the operations of PDE’s Career and Technical Education Centers of Excellence
at Temple University, Indiana University of Pennsylvania, and Penn State University. • Provides strategic direction and planning for the improvement of existing career and technical education initiatives.
• Develops, releases, and reviews requests for competitive grant applications to support education and training opportunities, apprenticeships, and science, technology, engineering, and mathematics (STEM) careers.
• Evaluates, analyzes, and documents the effectiveness of competitive grant programs and provides final reports and recommendations for ongoing improvement of these programs to the Governor’s Office, Secretary of Education, and PDE Policy Office.
• Creates, assesses, and revises subsidy budgets for career and technical education, career development, and workforce innovation projects.
• Formulates financial policies and strategies at state, regional, and local levels.
• Assists the bureau director in managing the administrative and fiscal operations of the bureau.
• Participates in the development of career and technical education program policies, goals, and priorities.
• Represents the bureau in collaborations with state agencies and external partners to ensure innovation in career and technical education.
• Assists the bureau director in overseeing and evaluating the effectiveness of bureau programs and initiatives.
• Participates in managing professional development contracts with external agencies.
• Maintains partnerships with professional development organizations to ensure that resources meet the needs of the career and technical education community.
• Interprets policies for bureau staff, career and technical educators, workforce partners, and the public.
• Assists schools with implementing federal and state rules and regulations to ensure career and technical education program compliance.
• Performs the full range of supervisory duties.
• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of career and technical education principles and practices.
• Knowledge of curriculum planning in the field of career and technical education.
• Knowledge of laws, rules, regulations, and standards governing career and technical education programs.
• Knowledge of the use and functionality of Microsoft Office Suite software.
• Knowledge of the principles and practices of employee supervision.
• Ability to develop, implement, and evaluate administrative procedures and operations.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• Seven years of professional experience managing career and technical education programs, including three years of supervisory experience; and a bachelor’s degree;
or
• An equivalent combination of experience and training that includes three years of professional supervisory experience managing career and technical education programs.
