DEFINITION: This is highly responsible professional educational and administrative work directing the School Climate and Well-Being Office in the Pennsylvania Department of Education (PDE).
The employee in this job directs the development, implementation, and administration of policies and initiatives for safe schools reporting, student support programs, educational placements, learning environments, and cross agency collaborations. Work involves overseeing statewide programs that support school safety compliance, student assistance, mental health, bullying prevention, emergency planning, trauma-informed practices, and educational equity. Work includes overseeing student support and alternative education programs, coordinating interagency initiatives, and administering compliance and grant reporting requirements. Supervision is exercised over professional and administrative staff. Work is assigned by the Deputy Secretary for Elementary and Secondary Education in the form of broad goals, objectives, and special assignments and is reviewed through meetings and reports for program quality and the attainment of goals and objectives.

• Directs the development of policies and initiatives that promote supportive, equitable, and safe learning environments.
• Oversees the implementation and evaluation of programs related to school climate, student services, and school safety.
• Administers educational programs that provide training and resources to support school climate, student well-being, and safety initiatives.
• Evaluates programs to identify areas for improvement and the need for new methods or services.
• Analyzes and interprets federal and state laws, regulations, guidelines, and policies relevant to assigned programs.
• Provides guidance and technical assistance to school entities on policies, reporting requirements, and program implementation.
• Develops reports, materials, guidelines, and publications to assist school personnel and community organizations in implementing programs and services.
• Performs the full range of supervisory duties.
• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.
• Performs related work as required.
ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of the principles and practices of school safety, antiviolence initiatives, and bullying and truancy prevention.
• Knowledge of legislation, policies, rules, and regulations regarding school safety, antiviolence, and bullying and truancy prevention.
• Knowledge of educational principles and practices.
• Knowledge of the principles and practices of education administration.
• Knowledge of the principles and practices of employee supervision.
• Ability to analyze and interpret legislation, policies, and procedures.
• Ability to communicate effectively orally.
• Ability to communicate effectively in writing.
• Ability to establish and maintain effective working relationships.
MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• Seven years of professional education experience that includes three years administering education policies or programs and one year of supervisory experience;
or
• An equivalent combination of experience and training that includes three years of professional experience administering education policies or programs and one year of professional supervisory educational experience.
