DEFINITION:

This is responsible professional educational program work in providing statewide advisory services in the planning, development, improvement and evaluation of a specialized career and technical education program.

An employee in this job is responsible for providing educational advisory and consultative services in a specialized career and technical education program to basic education schools, postsecondary and higher education institutions, business and industry organizations and consortia and others within the Commonwealth. Employees work to establish, improve and expand specific specialized career and technical education programs to meet current and projected needs of students, local, state and federal officials and state businesses and industries. Work involves assessing specialized career and technical education programs at the local level, recommending instructional strategies, and providing technical assistance in improving those programs. Employees work with Career and Technical Student Organizations, and conduct training sessions, workshops and conferences to disseminate information on successful practices, new curriculum materials and innovative techniques and results from experimental projects. Work also includes coordinating with curriculum and research specialists to devise and evaluate new approaches and innovative programs, providing leadership and assistance to school and college personnel, governmental officials and others in developing local or statewide programs, and maintaining appropriate liaisons to effectively implement programs. Work is performed independently under the general direction of a supervisor through periodic conferences and an evaluation of program results.

EXAMPLES OF WORK:

Provides consultant services in one of the areas of specialized career and technical education to local education agencies, area vocational and technical schools, career and technical centers, community colleges and specialized trade and technology schools, intermediate units, business and industries, labor organizations and advisory and craft committees.

Evaluates career and technical education programs to recommend instructional strategies and provide technical assistance.

Conducts training sessions, workshops and conferences to provide guidance on new curriculum materials and innovative techniques.

Works with curriculum and research specialists to devise and evaluate new approaches and innovative programs.

Participates in the development and implementation of new and revised curriculum materials.

Provides consultative services and leadership in the areas of disabled, disadvantaged, work-based learning programs, cooperative education, postsecondary and adult education programs to meet the current and projected employment requirements for the Commonwealth and its businesses and industries.

Provides specialized career, technical and occupational information to assist in the development and improvement of occupational guidance activities.

Provides consultative assistance to ensure continuity of programs or apprenticeships.

Provides assistance, in-service training and guidance in developing proposals for the use of federal funds in a specialized career and technical education program.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES:

Knowledge of the role and objectives of one of the parentheticals of specialized career and technical education in a student’s educational development process.

Knowledge of teaching methods, strategies, and techniques.

Knowledge of curriculum planning and development.

Knowledge of trends and new developments in career and technical education.

Knowledge of governmental rules, regulations and procedures relative to funding specialized career and technical education programs.

Ability to identify and resolve issues in specialized career and technical education programs.

Ability to establish and maintain effective working relationships.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING:

Four years of professional career and technical education experience in the area of the parenthetical including one year of experience developing and implementing specialized career and technical education curricula or programs;

An equivalent combination of professional career and technical education experience and training in the area of the parenthetical, which includes one year of professional experience developing and implementing specialized career and technical education curricula or programs.
