DEFINITION:

This is advanced professional educational program work in planning, developing, improving and expanding a specialized career and technical education program.

The employee in this job is responsible for providing leadership and direction in developing, expanding and improving a specific specialized career and technical education program. Work involves planning, directing, and participating in the development of specific specialized career and technical curriculum and program guidelines for statewide application and coordinating and directing the work of other professionals in identifying, developing and evaluating new approaches and innovative programs. Work also involves developing and reviewing the role and direction of a specific specialized career and technical education program within an overall school curriculum and developing short and long range goals and priorities for a specific specialized career and technical education program. The distinguishing characteristic of this level of work is the responsibility for serving as the senior departmental expert in a specific on-going specialized career and technical curriculum and program and for providing departmental leadership in initiating, planning and conducting projects and studies. Work is performed with considerable independence and is subject to review by an administrative manager through conferences, reports and an evaluation of program results.

EXAMPLES OF WORK:

Develops objectives and goals for a major specific specialized career and technical education program area.

Develops and participates in developing and modifying the educational philosophy for a specific specialized career and technical education program.

Coordinates the improvement and expansion of a specific specialized career and technical education program on a Commonwealth-wide basis.

Plans, develops and coordinates the development or modification of curricula and resource materials for the specific specialized career and technical education program on a Commonwealth-wide basis.

Develops and interprets policies and guidelines for a specific specialized career and technical education area.

Recommends change in policy and standards for a specific specialized career and technical education program.

Serves as a liaison with teacher preparation institutions, certification personnel and others involved in teacher education to provide advice on unmet needs at the local school level.

Provides leadership in developing, coordinating, testing and evaluating new educational approaches.

Acts as the senior specialist within the Department in providing leadership throughout the state for one of the major specific specialized career and technical education program areas.

Plans, coordinates and participates in providing advisory and consultative services to local school administrators, teachers, supervisors, teacher preparation personnel and others in the planning, development, improvement and evaluation of a specific specialized career and technical education program.

Recommends changes in legislation and certification standards concerning specialized career and technical education and teacher competencies.

Provides leadership in working with federal, state and private agencies, organizations and foundations to obtain grants and funds for innovative and research projects.

Provides leadership and direction in developing, coordinating and presenting in-service workshops and training sessions on new and emerging education methods and techniques.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES:

Knowledge of the role and objectives of one of the parentheticals of specialized career and technical education in a student’s educational development process.

Knowledge of teaching methods, strategies, and techniques.

Knowledge of curriculum planning and development.

Knowledge of trends and new developments in career and technical education.

Knowledge of governmental rules, regulations and procedures relative to funding specialized career and technical education programs.

Ability to identify and resolve issues in specialized career and technical education programs.

Ability to establish and maintain effective working relationships.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING:

One year as a Specialized Career and Technical Education Advisor 1 in the same parenthetical;

                                                                                                                                               or

Five years of professional career and technical education experience in the area of the parenthetical, including two years in the development and implementation of specialized career and technical education curricula or programs;

                                                                                                                                               or

An equivalent combination of professional career and technical education experience and training in the area of the parenthetical, which includes two years in the development and implementation of specialized career and technical education curricula or programs.
