DEFINITION: This is professional and administrative work directing cadet operations for the Keystone State Challenge Academy (KSCA) in the Department of Military and Veterans Affairs (DMVA).

The employee in this job is responsible for the management and oversight of academy operations in the core areas of cadet instruction, residential services, and counseling. Work includes overseeing and participating in curriculum planning, development, and implementation; ensuring the compliance of cadet operations with federal, state, and departmental laws, regulations, and policies; assessing and ensuring the efficiency and effectiveness of cadet operations; developing and implementing operational policies; and facilitating performance audits and inspections by the National Guard Bureau (NGB) and other organizations and developing corrective action plans. Supervision is exercised over professional, administrative, and cadet support staff. Work is reviewed by the Director, Keystone State Challenge Academy, DMVA through conferences and reports for operational effectiveness and adherence to programmatic requirements.

• Manages the academy’s core cadet operations including instruction; residential and activities services; cadet recruitment, selection, and enrollment services; behavioral/emotional health and career counseling services; and post program placement and mentorship services.

• Oversees and participates in the planning, development, and implementation of academy curriculum and instructional guidelines and ensures compliance with all applicable statutory and regulatory provisions in consultation with the Pennsylvania Department of Education (PDE).

• Develops and implements policies and procedures for cadet operations in accordance with regulatory, statutory, and NGB requirements and directives.

• Ensures cadet operations comply with NGB cooperative agreements.

• Develops goals and objectives to ensure that services are provided efficiently and effectively and adhere to federal, state, and departmental policies, regulations, rules, and procedures.

• Directs the administration of cadet progress evaluations and student discipline.

• Addresses student and parent concerns related to academy instructional, residential, enrollment, and counseling services.

• Ensures that all operational reporting requirements of the NGB, Pennsylvania General Assembly, PDE, and other reporting entities are met.

• Oversees and participates in public and private outreach activities for cadet recruitment, post program placement, and mentorship initiatives.

• Plans, prepares, and facilitates program audits and evaluations conducted by NGB and other entities and recommends solutions to address findings.

• Provides input on the development and management of the academy’s operating budget.

• Attends meetings and provides information to the KSCA Advisory Council.

• Assumes responsibility for the management and operation of the KSCA in the absence of the director.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational and organizational requirements.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and practices of school administration.

• Knowledge of the principles, techniques, and methods of student instruction.

• Knowledge of the methods used to design curricula, course outlines, and lesson plans.

• Knowledge of the principles and practices of educational psychology.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to apply critical thinking skills to identify and resolve problems.

• Ability to analyze and interpret laws, regulations, policies, and procedures.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Five years of professional elementary, secondary, or career and technical education, or youth counseling experience; and a master’s degree in education, school counseling, educational administration, social work, business administration, public administration, or a related field;

or

• An equivalent combination of experience and training.
