DEFINITION: This is professional and administrative work directing the Keystone State Challenge Academy (KSCA) in the Department of Military and Veterans Affairs.

The employee in this job is responsible for the overall management and direction of the educational, residential, and support operations of the KSCA. Work includes directing curriculum planning, development, and implementation; residential, counseling, physical fitness, discipline, and recruitment and admissions programs; and administrative and support functions such as public relations, fiscal management, medical services, and logistics. Work also involves directing the development and implementation of KSCA policies, procedures, and guidelines; ensuring compliance with applicable federal, state, and local laws, codes, regulations, and program reporting requirements; and facilitating program audits and evaluations. Supervision is exercised over professional, administrative, and technical employees. Work is reviewed by an administrative supervisor through conferences and reports for program effectiveness and adherence to programmatic requirements.

• Develops and implements operating policies and procedures in accordance with regulatory, statutory, and National Guard Bureau (NGB) requirements and directives.

• Ensures program compliance with all provisions of the federal cooperative agreement and NGB requirements.

• Directs development of curriculum and program guidelines and ensures program compliance with all applicable statutory and regulatory provisions in consultation with the Pennsylvania Department of Education (PDE) and the NGB.

• Directs the student recruitment, selection, and enrollment processes.

• Directs student progress evaluation and student discipline administration processes.

• Ensures that all requisite reporting requirements of the NGB, Pennsylvania General Assembly, PDE, and other reporting entities are met.

• Oversees and participates in public relations activities to raise program awareness and to garner interest and support of veterans’ groups, other public and private organizations, and the general public.

• Ensures the maintenance and timely input of accurate operational and budgetary documentation and data into requisite state and federal reporting systems.

• Directs preparations for program audits and evaluations by NGB and other entities, and ensures solutions are developed and implemented to address findings.

• Directs and oversees the development and execution of the program budget.

• Establishes program and administrative short- and long-range goals and objectives.

• Provides information to the KSCA Advisory Council.

• Participates in and ensures staff participates in requisite initial and ongoing formal and on-the-job training per NGB and PDE requirements.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational and organizational requirements.

• Performs related work as required.


• Knowledge of the principles and practices of school administration.

• Knowledge of the principles, techniques, and methods of student instruction.

• Knowledge of the methods used to design curricula, course outlines, and lesson plans.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Eight years of professional elementary, intermediate, secondary, or career and technical education experience which includes three years of experience as an administrator;


• An equivalent combination of experience and training.
