ASSISTANT DIRECTOR, BUREAU OF BUDGET AND FISCAL MANAGEMENT, EDUCATION

DEFINITION:

This is responsible professional administrative and managerial work in the field of complex fiscal and subsidy management programs of the Department of Education.

The employee in this job assists in directing the planning, development, formulation and administration of the operating, capital, and subsidy budgets for basic and higher education, the State Library, and the Department. Work involves assisting in directing the resolution of single audit reports and Auditor General audits of local educational agencies, community colleges and the Department and assists in directing the implementation, analysis and monitoring of a comprehensive departmental financial management program. The employee assists in the management of the child accounting program, pupil transportation program, special and vocational education subsidy programs, food and nutrition programs, school facilities and construction subsidy and other reimbursement programs for school districts and intermediate units and Commonwealth funding for community colleges and higher education. Work includes participating in the development of new strategies and approaches in budgeting and fiscal management and serving as a consultant to the Director, Bureau of Budget and Fiscal Management and executive staff on all Commonwealth education subsidy and funding matters, budget operations and fiscal audits of educational funding programs. Work includes assisting in the development and administration of fiscal procedures, policies and controls to facilitate the achievement of Department program goals and objectives. Work requires extensive contact with Department officials, central budget office administrators, and other local, state, and federal officials. Supervision is exercised over division chiefs. Work is performed independently and is reviewed through conferences and written reports to determine achievement of goals and objectives.

EXAMPLES OF WORK:

Assists in directing the development, formulation and submission of the Department’s operating, subsidy and capital budgets, and in the oversight of the rebudget process.

Assists in directing the administration, control and monitoring of the Department’s budget through the fiscal year.

Assists the Bureau Director with the management of the bureau.

Directs the daily activities of Bureau staff, coordinates and monitors bureau activities and keeps the Bureau Director aware of progress/status.

Supervises and evaluates the effectiveness of the Division Chiefs.

Assists in developing, implementing and administering fiscal policies and procedures necessary to achieve overall objectives and program goals.

Assists in the establishment and recommendation of goals and objectives to meet federal and state standards and fiscal management practices and policies.

Participates in the continuous review and analysis of fiscal operations, needs and resources of the Department by appraising, adjusting and correlating fiscal resources among programs.

Serves as a consultant relating to fiscal and management policies affecting educational funds at the elementary, secondary, vocational, and postsecondary and higher education level.

Participates in the planning and development of overall agency policy and objectives.

Assists in planning, developing, organizing, and directing the departmental financial management and audit review programs.

Assists in the coordination of responses and resolutions of external audits for state and Federal agencies.

Assists in directing complex education programs such as child accounting, transportation and school subsidy programs, special and vocational education subsidy programs, and food and nutrition programs.

Assists in directing the subsidy program which provides reimbursement for new construction, alterations and renovation work of physical facilities for the public schools of the Commonwealth as mandated in the School Code.

Serves as a liaison between the Department, state and federal auditors, and the Comptroller’s Office.

Provides budget and fiscal guidance to staff of the Department, local education agencies, intermediate units, higher education institutions, and other educational organizations.

Participates in the performance of subordinates’ work consistent with operational or organizational requirements.

Performs the full range of supervisory duties.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES:

Knowledge of budget administration principles and practices.

Knowledge of administrative and management methods and techniques.

Knowledge of fiscal control methods and techniques.

Knowledge of funding sources.

Knowledge of funding allocation methodologies.

Knowledge of the policies and procedures that affect the appropriation and use of funds.

Knowledge of the principles and practices of employee supervision.

MINIMUM EXPERIENCE AND TRAINING:

Five years of professional experience in technical budget administration, including two years of supervisory work in fiscal management or educational administrative management and a bachelor’s degree;
