SERIES NATURE OF WORK: The Adjudicated Youth Education Programs Consultant job series describes work in providing advisory, evaluative, and monitoring services to improve education and career training programs for adjudicated youth.

DEFINITION: This is responsible professional work and supervisory work overseeing advisory, evaluative, and monitoring work for academic and career training programs provided to adjudicated youth through the Pennsylvania Academic and Career/Technical Training (PACTT) project within the Department of Human Services (DHS).

An employee in this job supervises Adjudicated Youth Education Programs Consultants providing advisory and consultative services in the planning, development, expansion, implementation, and improvement of academic, career, and technical training programs offered to adjudicated youth by public or private residential programs and community-based agencies. Work involves overseeing the information, technical assistance, and guidance provided by Consultants; ensuring that PACTT affiliates meet or exceed established academic, career, and technical training standards; ensuring affiliates’ compliance with PACTT and Pennsylvania Department of Education (PDE) standards; supervising the on-going annual audit process of affiliates within an assigned geographical region and the determination of continued eligibility within the PACTT Alliance; determining the effectiveness of and suggesting improvements to transitional services provided by affiliates for adjudicated youth; and overseeing the development of standards and best practices for educational programs for adjudicated youth. Work also involves coordinating with local or statewide business leaders and human services agencies to expand the network of employers or services offering training opportunities in order to hire youth transitioning from affiliates. Work is performed under the general direction of an administrative supervisor who reviews work through conferences and an evaluation of program results.

• Oversees the evaluation and reviews by subordinates of academic, career, and technical training and employment preparation programs provided by affiliates.

• Evaluates affiliates’ program effectiveness and compliance with PDE and PACTT standards.

• Coordinates with affiliates’ program staff, teachers, and administration to further develop and improve academic, career, and technical training and employment preparation programs of affiliates.

• Supervises the conduct of audits performed by subordinate staff to evaluate compliance of affiliates to standards and reviews the recommendation of re-affiliation of compliant providers to the PACTT alliance or the revocation of PACTT affiliate status of non-compliant providers.

• Oversees the development of program improvement plans to monitor affiliates continuing compliance.

• Works with representatives from child welfare agencies, courts, technical training, or local high schools, intermediate units, local employers, and applicable state agencies to develop best practices and standards for the academic and vocational placement of adjudicated youth.

• Participates in the development, implementation, and ongoing revision of standards and guidelines related to career and technical training programs offered to adjudicated youth.

• Oversees the research of current education issues pertaining to adjudicated youth and child welfare and prepares reports and position papers.

• Consults with affiliates to advise them on ways to improve academic and career/technical training services.

• Evaluates academic, career, and technical training curriculums and relevant skillbuilding competency development programs of affiliates.

• Oversees the monitoring, evaluation, and consultative assistance performed by consultants to ensure adequate accumulation and transfer of educational credits earned by adjudicated youth and compliance and appropriateness of PACTT-related activities and funding.

• Serves as liaison to resolve issues regarding transition services and development of viable job placement and technical education programs for adjudicated youth.

• Promotes the use of employability/soft-skills training for adjudicated youth to affiliates, such as resume writing, interview skills, and proper work behaviors.

• Oversees the determination of provider eligibility or ineligibility for PACTT grants issued by the Pennsylvania Commission on Crime and Delinquency (PCCD).

• Oversees the determination of provider eligibility or ineligibility of higher per diem or other reimbursement rates and oversees the affiliate reimbursement process for PACTT services involving counties’ Needs Based Budgets.

• Reviews PACTT language in the counties’ Needs Based Budget guidelines to ensure adequate funding for affiliates.

• Represents DHS at local community meetings or forums, statewide meetings, and other relevant events.

• Conducts training on PACTT services for business partners, public and private providers, courts, schools, or other agencies/individuals.

• Performs the full range of supervisory duties.

• An employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of techniques and procedures used to evaluate education programs.

• Knowledge of educational research methods and techniques.

• Knowledge of educational standards and their application.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• One year as an Adjudicated Youth Education Programs Consultant;

or

• Four years of professional experience in planning, developing, improving, or evaluating educational programs, and a bachelor’s degree;

or

• An equivalent combination of experience and training.
