SERIES NATURE OF WORK: The Librarian series describes professional work performed in a Commonwealth library.
DEFINITION: This is advanced professional library work overseeing specialized operations in a departmental library or overseeing and conducting specialized library functions in the State Library of Pennsylvania.
An employee in this job performs advanced professional duties in various library operations that involve cataloging, reference, circulation services, acquisitions, metadata and digitization, and special projects. Work performed in a departmental library involves planning and directing specialized library services, formulating procedures, maintaining collections, writing and reviewing grant proposals, and providing comprehensive bibliographic and reference services. Work performed in the State Library of Pennsylvania involves overseeing a specialized library function, performing complicated cataloging, creating specialized metadata, conducting specialized research assignments, creating resource guides and instructional programming, managing collections and acquisitions, and overseeing all library systems and software. Work may include overseeing the outreach and community engagement program and supervising lower-level library staff. Work is performed under the general direction of a professional or administrative supervisor and is reviewed through conferences, reports, and evaluation of results for compliance with departmental policies and procedures.
DISTINGUISHING CHARACTERISTICS:
• Work performed in a major departmental library is distinguished from lower-level jobs based on the responsibility for overseeing a specialized medical library by managing both professional and patient collections and performing professional level work including researching, presenting, and providing group programs to patients, preparing specialized bibliographies that require intensive research, and ensuring all resources are up to date for Centers for Medicare and Medicaid (CMS) reviews and other healthcare team visits.
• Work performed in the State Library of Pennsylvania is distinguished from lower-level jobs based on independently overseeing specialized functions including digital catalogs and metadata, collections, and systems management or the community and outreach engagement program.

• Plans and directs specialized departmental library operations, coordinates all purchases and interlibrary loans, and oversees specialized collections within the library.
• Performs complicated cataloging, authority control, batch editing, and catalog maintenance; and updates and maintains the Bordner classification scheme.
• Creates specialized metadata schema and updates and maintains collection-specific controlled vocabularies for digital collections.
• Creates instructional programming on subject matter expertise.
• Serves as primary contact for vendors, monitors and shares knowledge of offerings with significant content or budgetary benefits to the collections, and negotiates with vendors.
• Prepares specialized bibliographies and webliographies.
• Manages an assigned area of the collection by recommending acquisitions and weeding and referring materials to rare collections or digital collections.
• Oversees the planning, use, training, support, and maintenance of the Integrated Library System (ILS) and all other library software and applications.
• Reviews and recommends collection development policies, formulates strategic collections planning, and manages collections projects.
• Researches, evaluates, recommends, tests, and implements new technologies.
• Performs reference work requiring difficult and intensive research and summarizes findings in technical reports.
• Directs the community engagement program by developing programs, providing community outreach, and developing and scheduling library exhibits and displays.
• Performs special projects, content management system (CMS) creation, and Digital Asset Management System (DAMS) ingest and maintenance.
• Reviews grant funding sources, writes proposals, and performs other grant related duties.
• Staffs service points and oversees reading rooms.
• Performs the full range of supervisory duties.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of the principles, practices, procedures, and techniques of library science.
• Knowledge of the sources and procedures used in reference and bibliographic research.
• Knowledge of the resources and procedures used to apply for and administer grants.
• Knowledge of the principles, practices, and trends in emerging technologies, digital tools, systems, and software solutions applicable to library operations.
• Knowledge of the use and functionality of Microsoft Office Suite software.
• Ability to provide guidance in the utilization of library facilities and resources.
• Ability to communicate effectively orally.
• Ability to communicate effectively in writing.
• Ability to establish and maintain effective working relationships.
MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• Two years of experience as a Librarian 1 (Commonwealth title);
or
• One year of professional library experience and a master’s degree in library science, library technology, or a closely related field;
or
• Two years of professional library experience, and four years of para-professional or technical experience performing library support functions;
or
• An equivalent combination of experience and training.
