JOB TITLE: LIBRARY DEVELOPMENT DIRECTOR

DEFINITION: This is highly responsible professional library and administrative work in directing all statewide library development programs throughout the commonwealth.

The employee in this job leads and directs the planning, development, improvement, strengthening, and management of statewide libraries and library services. Work involves directing the development of program policies, goals, regulations, standards, and guidelines for public and school libraries; and directing the provision of advisory services relative to library improvement and expansion throughout the commonwealth. Work includes overseeing statewide grant programs for libraries and library services, developing and recommending legislation relative to library development, and overseeing the continual monitoring and evaluation of libraries. An important aspect of this work involves providing statewide leadership for all aspects of library development programs, including promotion, funding, technology, services, and construction. Work is performed independently and is reviewed by the Deputy Secretary for the Office of Commonwealth Libraries for program effectiveness and goal attainment.

• Directs the statewide program for library development and improvement through the provision of advisory services to school libraries, local public libraries, public library systems, district library centers, regional resource centers, and special libraries including institutional libraries, academic libraries, and library networks.

• Directs the research, evaluation, and study of library development issues for state leadership to develop and strengthen library services.

• Directs the development of program policies, goals, and objectives utilizing current technological advancements in library development, library networking, and library automation.

• Directs the development of legislative and policy proposals and regulations and makes recommendations regarding their implementation.

• Evaluates proposed legislation relating to the development, operation, and funding of libraries and library services.

• Serves as a liaison with all levels of education and library communities with emphasis on strengthening and developing library programs.

• Directs state and federal subsidy and grant programs by overseeing the development of priorities, policies, and criteria.

• Directs the collection, analysis, publishing, and dissemination of library statistics.

• Promotes the encouragement of inter-library cooperation and resource sharing among all types of libraries.

• Directs the review and evaluation of the statewide library development program.

• Oversees the expenditure of federal and state funds in accordance with applicable laws, rules, and regulations.

• Directs the monitoring and evaluation of libraries to ensure compliance with state laws, regulations, and guidelines.

• Directs the provision of liaison services with library advocacy and friends- of-the-library groups, library cooperatives, schools, colleges and universities, state institutions, and special libraries.

• Directs the provision of liaison services with other bureaus, state agencies, local government, and professional associations involved in a functional relationship with library development.

• Performs the full range of supervisory duties.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and practices of library science.

• Knowledge of the principles and practices of library development and administration.

• Knowledge of current library technology.

• Knowledge of the principles and practices of employee supervision.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Ability to advise library staff on methods for improving library services.

• Ability to analyze library issues and make recommendations for solutions.

• Ability to interpret, analyze, and present written materials.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• One year of experience as a Library Development Manager (commonwealth title);

or

• Six years of professional library experience that includes two years of supervisory experience, and a master's degree in library science or library and information science from a school accredited by the American Library Association;

or

• Seven years of professional library experience that includes two years of supervisory experience.
