LIBRARY DEVELOPMENT MANAGER

DEFINITION: This is advanced professional and managerial work in the development, improvement, and coordination of library programs throughout the Commonwealth.

The employee in this class is responsible for planning, direction, and managing a division level program to improve and strengthen library programs and services in the state. Work involves directing, coordinating and managing the statewide advisory, long range planning, development, and continuing education program and the state and federal subsidy, aid and construction grant program. Work also involves the continuous appraisal and revision of program operations for effectiveness in improving library services in the Commonwealth. Work at this level involves responsibility for the development, determination and implementation of program policy, goals, objectives, and funding formulas. Direction is exercised over the work of professional and clerical staff. Work is performed with considerable independence and is reviewed through conferences and written reports to determine achievement and effectiveness of goals and objectives.

EXAMPLES OF WORK: Plans and directs advisory services to the public, college, and university libraries on recommended practices in library management, organization, material and resource selection, technology and other library matters.

Plans and directs advisory services to institutional libraries on development and improvement of material and resource collections and library services and technology to patients, inmates, staff, and other resident personnel.

Develops, recommends, and interprets standards for local public libraries, district library centers, and regional resource centers on the provisions of the Library Code, the Pennsylvania Code and other rules and regulations pertaining to the Commonwealth Libraries’ Library Development Program.

Develops, recommends, and interprets statutes, Pennsylvania Code and federal regulations and Office of Commonwealth Libraries guidelines for state and federal grant and subsidy programs administered by the Office of Commonwealth Libraries.

Plans and directs training, continuing education and professional development in library science and related issues for library personnel, trustees, library advocacy groups, officials and others.

Promotes and directs the development of library education courses and develops minimum standards of certification for local and district library personnel.

Plans and directs a statewide program to promote cooperative library practices among libraries and cooperative agreements and contracts between local libraries and district library centers to improve library services to patrons.

Directs state and federal subsidy and grant programs for libraries.

Develops and administers rules and regulations governing eligibility for and use of state aid, payment of state aid, state certification of library personnel, and library mergers and contractual agreements.

Develops and administers rules and regulations governing the Statewide Card Program; the Library Facilities Grant Program of the Keystone Recreation, Park and Conservation Fund and other state and federal grant programs.

Plans and directs a statewide program of library construction advisory services.

Directs Library Development programs to collect, analyze and publish public, academic and special library statistics.

Directs and monitors research studies of library problems throughout the state.

Employees in this class may participate in the performance of their subordinates' work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of the current principles and practices of library science.

Knowledge of the principles and practices of library administration.

Knowledge of current practices and techniques in the field of library development and improvement.

Knowledge of library technology.

Knowledge of state and federal library policies and objectives.

Ability to advise library officials, professional staff members and others on methods and procedures of library improvement.

Ability to interpret library policies and objectives and to explain the legal provisions of the State Library Code regulations, guidelines, and other library law to officials, community groups, and the general public.

Ability to analyze library management, collection development, material organization, automation and administrative programs/problems in public, college, university, and institutional libraries and make recommendations for solution.

Ability to plan, coordinate, and direct the work of a professional and clerical staff.

Ability to promote the development of expanded or improved library services to professional and lay groups.

Ability to establish and maintain effective working relationships with library officials and professionals, federal, state and local officials, the general public and fellow staff members.

Ability to express ideas clearly and concisely, orally and in writing.

MINIMUM EXPERIENCE AND TRAINING: One year of experience as a Library Development Supervisor;

                                                                                                                                         or

Six years of professional experience in public or state library development work including one year of administrative or supervisory experience and a master’s degree in Library Science or Library Services.

                                                                                                                                        or

Seven years of professional experience in public, college, university, or institutional library work including two years of administrative or supervisory experience and a master’s degree in Library Science or Library Service.

Graduate coursework in Library Science or Library Services beyond the master’s degree in Library Science or Library Service may be substituted for non-administrative and non-supervisory professional library experience on a year for year basis.
