JOB TITLE: CLINICAL SERVICES MANAGER, DMVA

DEFINITION: This is professional and administrative work directing resident nursing services at an extended care facility operated by the Department of Military and Veterans Affairs (DMVA).
An employee in this job plans and directs comprehensive nursing services at a DMVA extended care facility. Work involves identifying and analyzing trends in resident health and long-term nursing care services; developing and implementing policies and procedures for all long-term nursing services within the facility in accordance with applicable state and federal regulations; evaluating and adjusting nurse staffing requirements; coordinating resident care with other medical disciplines; and managing an operational budget. An important aspect of this work is the development and integration of new nursing care practices and policies into existing operations to foster facility culture change for the purpose of improving resident wellbeing. Work also includes serving as the principal advisor to the Veterans’ Extended Care Facility Commandant regarding resident long-term care services, nursing policies and procedures, and related budgetary issues. Supervision is exercised over a multidisciplinary staff that provides general and specialized nursing care and related services. Work is assigned in the form of broad goals and objectives and is reviewed though conferences and reports for compliance with regulations and standards and for overall effectiveness of care.

• Develops and implements long-term nursing care policies, procedures, and standards in conjunction with the requirements set forth in Department of Health, Department of Human Services, and Department of Veterans Affairs regulations.
• Directs initiatives that improve resident health and social interaction through changes in regimen requirements, living environment, and staff utilization.
• Determines which daily personal care events residents may complete on their own within the framework of healthcare regulatory requirements.
• Measures the effects that policy, living environment, and culture changes have on residents and staff and implements modifications as necessary.
• Directs physical and recreational therapy, infection control, and medical records functions through subordinate professional and supervisory staff.
• Monitors, analyzes, and evaluates long-term care nursing operations to ensure compliance with applicable regulatory agency standards and requirements.
• Evaluates the effectiveness of staff utilization and makes changes to staffing levels to meet long-term nursing care regulatory and operational requirements.
• Develops and implements new and revised long-term care nursing programs.
• Monitors the quality of extended nursing care provided to residents.
• Collaborates with other disciplines to coordinate the integration and delivery of resident long-term care services.
• Approves expenditures for equipment and contracted external care services.
• Determines the effectiveness of private sector nursing care best practices to be used at DMVA extended care facilities prior to implementation.
• Estimates annual budget requirements for staff, equipment, and special care programs.
• Performs the full range of supervisory duties.
• An employee in this job may participate in the performance of their subordinates’ work consistent with operational or organizational requirements.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:
• Knowledge of the principles and practices of nursing care to include geriatric care, acute care, psychiatric care, and personal hygiene.
• Knowledge of the principles and practices of physical therapy and recreational therapy as applied to residents in a long-term nursing care environment.
• Knowledge of state and federal regulatory requirements governing the operation, licensure, and certification of extended care nursing facilities.
• Knowledge of the requirements of the Health Insurance Portability and Accountability Act (HIPAA) as applied to nursing care and treatment.
• Knowledge of infection control methods and procedures.
• Knowledge of the methods used to develop individual long-term nursing care plans.
• Knowledge of therapeutic and adverse effects of pharmacological agents and medical treatments.
• Knowledge of the principles and methods used to maintain a clean, safe, and therapeutic living environment within an extended care nursing facility.
• Knowledge of daily living activities independently performed by extended care facility residents at the skilled, intermediate, and personal care levels of nursing care.
• Knowledge of group and individual social behaviors within extended care facilities and the causes of those behaviors.
• Knowledge of the effects that environmental and residential conditions have on resident health and social interaction within extended care facilities.
• Knowledge of the principles and practices of employee supervision.
• Ability to analyze and interpret staff utilization data.
• Ability to analyze and interpret the effectiveness of long-term nursing care plans.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)
• Four years of managerial nursing experience directing the development and implementation of nursing care plans and services in a long-term care or assisted living facility, that includes two years of supervising registered nurse supervisors.
SPECIAL REQUIREMENTS:
• All positions require active authorization to practice as a Registered Nurse in Pennsylvania.
• All employees possessing an active temporary practice permit must obtain licensure as a Registered Nurse within the one (1) year period defined by the Pennsylvania State Board of Nursing.
