DEFINITION: This is professional nursing administration work of an advisory nature in the evaluation of nursing practice programs and issues.

An employee in this job evaluates State Board of Nursing approved Nurse Practitioner programs and clinical practice sites to gather and assess information on nursing practice issues and recommend resolutions to the State Board of Nursing. Work involves assessing and determining the impact of new practices and procedures, acting as the primary resource in this area, and serving as nurse licensure regulatory expert. Work includes communicating with local and national specialty organizations, identifying current standards of practice, and conducting surveys of clinical practice sites to ensure compliance with the Nursing Act and rules and regulations of the Board of Nursing. Work is performed under the supervision of the Executive Secretary, State Board of Nursing and is reviewed through reports, conferences, and evaluation of program effectiveness.

• Evaluates registered nurse practitioner programs in accordance with applicable laws, regulations, and national standards.

• Serves as nurse licensure regulatory expert to other regulators, federal and state agencies, licensees, consumers, directors of programs, professional health care providers, and others.

• Analyzes, organizes, researches, and summarizes materials on past and present nursing practice issues using various reference sources and methodologies; and prepares written reports and recommendations for Board of Nursing.

• Collaborates with bureau and legal staff to jointly confer on issues regarding scope of nursing practice and the formulation, planning, and implementation of regulations and policies, including practice remediation programs.

• Collaborates with national and local nursing specialty organizations and individual consultants to determine current standards of practice.

• Conducts surveys on nursing and licensure issues in Pennsylvania and other jurisdictions and advises the Board of Nursing on the impact of these practices.

• Conducts and supervises comprehensive reviews of Certified Registered Nurse Practitioner and Prescriptive Authority applications to ensure that all relevant statutory and regulatory provisions, policies, and educational requirements are met.

• Organizes and summarizes research material on past and current practice issues into written reports to be forwarded to the Board of Nursing for resolution.

• Travels regularly for planned or unannounced clinical practice site visits.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of current nursing practices, theories, and trends.

• Knowledge of the rules, regulations, and policies of the Nursing Board and of the Nursing Act.

• Knowledge of the use and functionality of Microsoft Office Suite Software.

• Ability to organize and summarize material for oral and written presentation.

• Ability to understand and explain new practices in nursing.

• Ability to organize and develop office reference materials.

• Ability to evaluate and recommend resolution of nursing practice issues.

• Ability to develop surveys to gather information.

• Ability to communicate effectively orally.

• Ability to communication effectively in writing.

• Ability to establish and maintain effective working relationships.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• Five years of professional nursing experience attained in the Commonwealth of Pennsylvania during the past five-year period, which includes three years of experience in clinical practice; and a master’s degree in the field of nursing.

NECESSARY SPECIAL REQUIREMENT:

• This position requires active authorization to practice as a Registered Nurse in Pennsylvania.
