DEFINITION: This is professional and administrative work directing the therapeutic and habilitative care programs in a state residential care facility for individuals with intellectual disabilities (state center).

An employee in this job administers the therapeutic and habilitative care programs for individuals residing in a state center. Work involves developing guidelines and procedures regarding the development and implementation of individual support plans; monitoring individual support plans and program services for compliance with regulations governing intermediate care facilities for individuals with intellectual disabilities (ICF/ID); and managing and evaluating residential care and program services provided to all residential units within a state center to ensure the most effective implementation of individual support plans. Supervision is exercised over Residential Services Unit Managers and other professional staff. Work is performed under an administrative supervisor and is reviewed for conformance to departmental policies and procedures through conferences, reports, and evaluation of results attained.

• Manages the delivery of professional services such as education, social services, dual diagnosis programs, and other program services provided to individuals with intellectual disabilities.

• Directs the development of progress reports for individuals in meeting their support plan goals and objectives, and evaluates the results of services rendered to individuals.

• Ensures that all residential and program services are provided in a manner consistent with applicable rules and regulations.

• Develops staffing procedures for residential staff and monitors overtime to ensure efficiency and adequate staffing in accordance with Act 102.

• Performs the full range of supervisory duties.

• An employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY-LEVEL REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of the principles and methods of developing and evaluating individual therapeutic and habilitative support plans.

• Knowledge of the laws, regulations, and standards governing residential programs and facilties.

• Knowledge of therapeutic care practices and principles for individuals with intellectual disabilities.

• Knowledge of the use and functionality of Microsoft Office Suite software.

• Knowledge of the principles and practices of employee supervision.

• Ability to analyze and interpret regulations, policies, and procedures.

• Ability to think critically to identify and resolve problems.

• Ability to establish and maintain effective working relationships.

• Ability to communicate effectively orally.

• Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities)

• One year as a Residential Services Unit Manager (commonwealth title);

or

• Four years of professional therapeutic experience in a residential program providing rehabilitative, restorative, or habilitative care program services for individuals with a developmental disability, including three years in a supervisory capacity, and a bachelor’s degree in behavioral sciences, psychology, social work, education, nursing, business, or hospital administration;

or

• An equivalent combination of experience and training that includes three years of professional supervisory therapeutic experience in a residential program providing rehabilitative, restorative, or habilitative care program services for individuals with a developmental disability.
