PUBLIC HEALTH PHYSICIAN SUPERVISOR

DEFINITION: This is professional and supervisory medical work in the public health field.

An employee in this job supervises Public Health Physicians who direct epidemiology investigations or surveillance and provide public health medical consultation. Work involves supervising medical aspects of disease investigation, prevention, control or reporting and the design, conduct, and presentation of medical or epidemiological studies. Work also involves directly providing public health medical consultation on complex prevention and control issues and serving on professional medical committees. Work may also include supervising epidemiology staff. Employees in this job work with considerable independence under the direction of the Director, Bureau of Epidemiology, who reviews work for achievement of established objectives.

EXAMPLES OF WORK: Supervises staff responsible for epidemiological investigations.

Supervises consultation to the Department of Health, other state agencies, local health departments, public and private health organizations, the medical community, and the public on epidemiology and disease control issues.

Supervises epidemiological evaluations for compliance with epidemiology and disease control program standards for the Department of Health and local health departments.

Reviews case and outbreak prevention and control measures prepared by Public Health Physicians and provides medical and epidemiological consultation and recommendations.

Advises investigators on the application of medical and epidemiological principles to study design and disease control measures, such as proper sample size, selection of controls for case-control studies, and tailoring analytic techniques to epidemiological study design.

Provides consultation to Public Health Physicians and epidemiological staff on medical aspects of disease surveillance program direction.

Provides input to grant proposals, progress reports, and budgets drafted by Public Health Physicians or epidemiological staff.

Serves on public health emergency response teams as required.

Performs the full range of supervisory duties.

Employees in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

Performs related work as required.

REQUIRED KNOWLEDGES, SKILLS, AND ABILITIES: Knowledge of general medicine.

Knowledge of clinical practice guidelines.

Knowledge of epidemic disease control.

Knowledge of endemic disease control.

Knowledge of the general principles of population studies.

Knowledge of epidemiological research methodology.

Knowledge of laboratory diagnostic and survey techniques.

Knowledge of public health laws and regulations.

Knowledge of medical jurisprudence.

Ability to provide medical recommendations.

Ability to establish and maintain effective working relationships.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.

MINIMUM EXPERIENCE AND TRAINING: One year as a Public Health Physician (Commonwealth job title);

or

Three years of professional medical experience including two in a public health setting.

NECESSARY SPECIAL REQUIREMENT: Possession of an active license to practice medicine in the Commonwealth of Pennsylvania issued by the State Board of Medicine or the State Board of Osteopathic Medicine.
