DEFINITION: This is responsible professional, scientific, and administrative work assisting in directing the activities of the Bureau of Epidemiology in the Department of Health.

The employee in this job assists in planning and directing a wide variety of public health and environmental health epidemiology programs. Work involves participating in determining and implementing operational priorities, policies, procedures, goals, and objectives, and ensuring their alignment with overall department goals; advising on, and participating in, the development and improvement of public health and epidemiology programs; providing consultative technical expertise and advisory services on the collection and analysis of epidemiological data; and directing outbreak response activities. Extensive contact is maintained with public health program department staff and with representatives of other agencies, government entities, local health departments, health care facilities, and community groups to provide guidance and information on public health and epidemiologic issues. Supervision is exercised over Epidemiologist Supervisors and may be exercised over other technical and professional staff, including Epidemiologist Managers. Work is performed with a high degree of independence and is reviewed through conferences and reports to determine achievement of goals and objectives.

• Assists the Director, Bureau of Epidemiology in the management and direction of a multi-faceted public health epidemiological surveillance, investigation, prevention, and control program.

• Develops, coordinates, and disseminates public health and environmental health epidemiology program goals and standards.

• Reviews epidemiological studies and reports and provides technical expertise on the interpretation of epidemiological information.

• Develops, establishes, and advises on public health and environmental health epidemiology program goals and implementation methods in accordance with federal and state requirements.

• Develops, implements, and monitors the use of quality assurance and monitoring tools for epidemiological program and activity outputs.

• Evaluates epidemiology program effectiveness to determine if populations are adequately served.

• Advises staff on the management and reporting of fiscal and program activities.

• Oversees and coordinates research projects.

• Oversees and coordinates specialized and unusual data sharing requests.

• Advises on methods to solve complex problems.

• Performs the full range of supervisory duties.

• The employee in this job may participate in the performance of subordinates’ work consistent with operational or organizational requirements.

• Performs related work as required.

ENTRY LEVEL KNOWLEDGES, SKILLS, AND ABILITIES:

• Knowledge of epidemiological disease disciplines and methodological approaches.

• Knowledge of the principles and practices of epidemic and endemic disease control.

• Knowledge of the principles of population studies.

• Knowledge of research methodologies.

• Knowledge of laboratory diagnostic and survey techniques.

• Knowledge of statistical methods and techniques used in sampling, collection, analysis, interpretation, and presentation of health data.

• Knowledge of the principles and practices of employee supervision.

• Ability to analyze and interpret data.

MINIMUM EXPERIENCE AND TRAINING: (NOTE: Based on the Entry Level Knowledges, Skills, and Abilities):

• Four years of professional experience investigating disease outbreaks or clusters, designing and conducting epidemiologic studies, or designing and maintaining an epidemiologic surveillance system, which includes one year of supervisory experience; and a doctoral degree in medicine (MD), osteopathy (DO), dentistry (DDS/DDM/DMD), veterinary medicine (DVM), epidemiology, health, biology, chemistry, nursing, pharmacy, or a closely related field that includes or is supplemented by three doctoral level credits in statistics, social sciences, or population studies.
